HOUSE RESOLUTION
2 WHEREAS, Michael Semkiu, the Chief of Police in Mount
3Prospect, will retire on June 17, 2014 after 31 years of
4distinguished service to the citizens of Mount Prospect; and
5 WHEREAS, Chief Semkiu joined the Mount Prospect Police
6Department on April 1, 1983; he was promoted to Sergeant in May
7of 1998 and to Commander in 2002; he was subsequently promoted
8to Deputy Chief of Administrative Services in 2004 and finally
9to Chief of Police on June 5, 2012; and
10 WHEREAS, Chief Semkiu is a graduate of Loyola University
11with a Bachelor of Science Degree and a Juris Doctor degree
12from John Marshall Law School; he is a 2004 graduate of the
13Northwestern University's Center for Public Safety School of
14Police Staff and Command and a 2011 graduate of the
15Northwestern University's Center for Public Safety Executive
16Management Program; he received the Center's "Public Safety
17Leadership Award" that same year; and
18 WHEREAS, During his career with the Mount Prospect Police
19Department, Chief Semkiu received numerous honors and awards,
20including the Department's "Runner-up Officer of the Year"
21award in 1993 and the Cook County Sheriff's "Award of Merit" in
222011; and

1 WHEREAS, Chief Semkiu has served on the Cook County Child
2Advocacy Center Advisory Board and the Northwest Suburban
3Alliance on Domestic Violence Committee; and
4 WHEREAS, As a licensed attorney, Chief Semkiu is a member
5of both the Illinois State Bar Association and the Chicago Bar
6Association; and
7 WHEREAS, The Mount Prospect Police Department is an
8exemplary professional organization, thanks in large part to
9the culture of leadership and service that was nurtured by its
10command staff, with Chief Semkiu setting the course; and
11 WHEREAS, After his retirement from the Mount Prospect
12Police Department, Chief Semkiu plans to spend more time with
13his family and enjoy a less hectic pace of life; therefore, be
14it
15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we congratulate Chief Michael Semkiu on his 31 years of
18dedicated and committed service to the citizens of Mount
19Prospect as a police officer rising from the rank of Patrolman
20to Chief; and be it further
