| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The State of Illinois has published proposed rules | ||||||
| 3 | pursuant to the Medical Cannabis Pilot Program Act; and
| ||||||
| 4 | WHEREAS, Medical cannabis carries with it a high potential | ||||||
| 5 | for abuse and diversion; and
| ||||||
| 6 | WHEREAS, Such proposed rules shall provide for the safe | ||||||
| 7 | dispensing of therapeutic medicinal cannabis; and
| ||||||
| 8 | WHEREAS, Medical cannabis must be used safely and only by | ||||||
| 9 | registered qualifying patients; and
| ||||||
| 10 | WHEREAS, One in 4 teens reports having abused or misused a | ||||||
| 11 | drug such as marijuana, a 33% increase over a 5-year period, | ||||||
| 12 | and marijuana use is growing among teens; and
| ||||||
| 13 | WHEREAS, The use of a 4-digit locking mechanism closure | ||||||
| 14 | will prevent the unintended and accidental ingestion of | ||||||
| 15 | medicinal cannabis by young children; and
| ||||||
| 16 | WHEREAS, The use of a locking mechanism closure will | ||||||
| 17 | prevent the intentional misuse or diversion of medicinal | ||||||
| 18 | cannabis by adults; and

| 1 | WHEREAS, A 4-digit locking mechanism closure may be | ||||||
| 2 | obtained in the State of Illinois as there are Illinois | ||||||
| 3 | companies that manufacture such devices; therefore, be it
| ||||||
| 4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 5 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 6 | we urge regulatory agencies in the State to implement | ||||||
| 7 | regulations that would require 4-digit locking mechanisms to be | ||||||
| 8 | placed on prescription containers for medical cannabis; and be | ||||||
| 9 | it further
| ||||||
| 10 | RESOLVED, That we urge dispensing organizations, including | ||||||
| 11 | cultivators and retailers, to only dispense medical cannabis in | ||||||
| 12 | medical cannabis prescription containers equipped with a | ||||||
| 13 | 4-digit locking mechanism.
