HOUSE RESOLUTION
2 WHEREAS, The State of Illinois has published proposed rules
3pursuant to the Medical Cannabis Pilot Program Act; and
4 WHEREAS, Medical cannabis carries with it a high potential
5for abuse and diversion; and
6 WHEREAS, Such proposed rules shall provide for the safe
7dispensing of therapeutic medicinal cannabis; and
8 WHEREAS, Medical cannabis must be used safely and only by
9registered qualifying patients; and
10 WHEREAS, One in 4 teens reports having abused or misused a
11drug such as marijuana, a 33% increase over a 5-year period,
12and marijuana use is growing among teens; and
13 WHEREAS, The use of a 4-digit locking mechanism closure
14will prevent the unintended and accidental ingestion of
15medicinal cannabis by young children; and
16 WHEREAS, The use of a locking mechanism closure will
17prevent the intentional misuse or diversion of medicinal
18cannabis by adults; and

1 WHEREAS, A 4-digit locking mechanism closure may be
2obtained in the State of Illinois as there are Illinois
3companies that manufacture such devices; therefore, be it
4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we urge regulatory agencies in the State to implement
7regulations that would require 4-digit locking mechanisms to be
8placed on prescription containers for medical cannabis; and be
9it further
10 RESOLVED, That we urge dispensing organizations, including
11cultivators and retailers, to only dispense medical cannabis in
12medical cannabis prescription containers equipped with a
134-digit locking mechanism.
