HOUSE RESOLUTION
WHEREAS, The United States Constitution requires an
enumeration of the population every ten years, with the
results of that enumeration serving as the basis for
apportionment of representation in the United States House of
Representatives; and
WHEREAS, The decennial census is one of the most
consequential constitutional functions of the federal
government, affecting congressional apportionment, federal and
state redistricting, and the allocation and administration of
governmental resources and funding; and
WHEREAS, The United States Census Bureau has operated
without a director confirmed by the United States Senate since
the resignation of Robert Santos in early 2025; and
WHEREAS, The Census Bureau is already making critical
decisions regarding the methodology, technology, testing, and
administration of the 2030 Census, making permanent and
accountable leadership at the bureau necessary to ensure an
accurate and reliable enumeration; and
WHEREAS, The Census Bureau's continued reliance on
differential privacy, statistical adjustments, and other

methodologies that alter reported census data has raised
serious concerns regarding whether published data accurately
reflect the actual population of the United States and the
people residing within each state and locality; and
WHEREAS, The Census Bureau has acknowledged that its
disclosure avoidance system uses statistical techniques that
add or subtract noise from census data, and the bureau is
currently evaluating methodologies for the 2030 Census; and
WHEREAS, The use of statistical adjustments and other
methodologies that modify reported census data can diminish
the accuracy, transparency, and public confidence necessary
for census information to serve its constitutional and
statutory purposes; and
WHEREAS, The Constitution's requirement that an
enumeration be conducted every ten years demands an accurate
accounting of the population and not the use of census data for
social or political engineering; and
WHEREAS, The removal of a citizenship question from the
decennial census questionnaire has prevented the census form
itself from providing a direct accounting of the citizenship
status of persons included in the census population count; and

WHEREAS, The absence of accurate and comprehensive
citizenship data has contributed to concerns that the presence
of noncitizens within the population count may affect
congressional apportionment and state and federal
redistricting in ways that do not accurately reflect the
citizen population represented by elected officials; and
WHEREAS, Accurate citizenship information is necessary and
valuable to legislators, policymakers, courts, and the public
for lawful constitutional and statutory purposes; and
WHEREAS, The accuracy and reliability of the 2020 Census
remain matters of legitimate concern, and the federal
government should undertake a thorough review of the
methodologies, procedures, and results of the 2020 Census and
consider appropriate and lawful corrective measures where
deficiencies are identified; and
WHEREAS, The Census Bureau having a permanent director is
particularly important at this time because foundational
decisions affecting the 2030 Census are being made now and
will shape the nation's population count for years to come;
therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

we urge President Donald J. Trump to nominate, without delay,
a qualified director of the United States Census Bureau who
can provide permanent leadership and accountability as the
nation prepares for the 2030 Census; and be it further
RESOLVED, That we support the restoration of the Census
Bureau's constitutional focus on conducting an accurate
enumeration of the population rather than employing census
operations for social or political engineering; and be it
further
RESOLVED, That we call for the Census Bureau's use of
differential privacy, statistical adjustments, and other
methodologies that alter reported census data to be reviewed
and corrected where necessary to ensure that census data
accurately reflect the population being enumerated; and be it
further
RESOLVED, That we support lawful efforts to obtain and
publish accurate citizenship data so that legislators,
policymakers, courts, and the public have reliable information
concerning the citizenship of the population for
constitutional and statutory purposes; and be it further
RESOLVED, That we call upon the future director of the
Census Bureau to conduct a comprehensive review of the 2020

Census, including its methodology, statistical adjustments,
data collection procedures, and reported results, and to
consider appropriate and lawful corrective measures where
errors or deficiencies are identified; and be it further
RESOLVED, That we support increased transparency
throughout the Census Bureau's operations to ensure that the
public can understand how census data are collected,
processed, adjusted, reported, and subsequently applied for
congressional apportionment, redistricting, and other
governmental purposes; and be it further
RESOLVED, That we urge President Trump and the United
States Senate to act expeditiously to ensure that the Census
Bureau has a qualified, permanent, and Senate-confirmed
director in place to lead preparations for the 2030 Census;
and be it further
RESOLVED, That suitable copies of this resolution be
delivered to President Donald J. Trump, Vice President J.D.
Vance, the President pro tempore of the United States Senate,
the Speaker of the United States House of Representatives, and
the Director of the United States Census Bureau.
