HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Mike McCabe on the
4occasion of his retirement as director of the Midwestern
5Office of The Council of State Governments (CSG); and
6 WHEREAS, In his role as director, Mike McCabe oversaw the
7efforts of an 11-member team who provides research and staff
8support services to several groups of state officials,
9including the Midwestern Legislative Conference, the Great
10Lakes Legislative Caucus, and the Midwest Interstate Passenger
11Rail Commission, among others; and
12 WHEREAS, Prior to assuming his current duties, Mike McCabe
13served first as a policy analyst and later as the assistant
14director of the Midwestern Office; and
15 WHEREAS, During his tenure at CSG, Mike McCabe provided
16drafting and consulting assistance in connection with the
17creation of several interstate compact agreements, including
18the Interstate Agricultural Grain Marketing Compact, the
19Midwestern Higher Education Compact, the Interstate Insurance
20Receivership Compact, the Interstate Compact on Mental Health,
21the Midwest Interstate Passenger Rail Compact, and the Great
22Lakes-St. Lawrence River Basin Water Resources Compact; and

1 WHEREAS, More recently, Mike McCabe participated in the
2development of the Interstate Compact for Adult Offender
3Supervision and the Interstate Compact for Juveniles; and
4 WHEREAS, Mike McCabe is also the co-author of The Evolving
5Use and the Changing Role of Interstate Compacts – A
6Practitioner's Guide, published by the American Bar
7Association in 2006; and
8 WHEREAS, Before joining CSG, Mike McCabe worked as an
9attorney with a private law firm in Des Moines, Iowa; and
10 WHEREAS, Mike McCabe graduated from Iowa State University
11and earned his law degree at the University of Illinois; and
12 WHEREAS, Mike McCabe has served with honor and
13distinction, and it is abundantly fitting and proper that his
14outstanding accomplishments be appropriately recognized; his
15vision and unyielding commitment to leadership will be sorely
16missed upon the occasion of his retirement; therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we congratulate Mike McCabe on his retirement, thank him for
20his many years of committed service to the Midwestern Office

3 RESOLVED, That a suitable copy of this resolution be
