| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate Mike McCabe on the | ||||||
| 4 | occasion of his retirement as director of the Midwestern | ||||||
| 5 | Office of The Council of State Governments (CSG); and
| ||||||
| 6 | WHEREAS, In his role as director, Mike McCabe oversaw the | ||||||
| 7 | efforts of an 11-member team who provides research and staff | ||||||
| 8 | support services to several groups of state officials, | ||||||
| 9 | including the Midwestern Legislative Conference, the Great | ||||||
| 10 | Lakes Legislative Caucus, and the Midwest Interstate Passenger | ||||||
| 11 | Rail Commission, among others; and
| ||||||
| 12 | WHEREAS, Prior to assuming his current duties, Mike McCabe | ||||||
| 13 | served first as a policy analyst and later as the assistant | ||||||
| 14 | director of the Midwestern Office; and
| ||||||
| 15 | WHEREAS, During his tenure at CSG, Mike McCabe provided | ||||||
| 16 | drafting and consulting assistance in connection with the | ||||||
| 17 | creation of several interstate compact agreements, including | ||||||
| 18 | the Interstate Agricultural Grain Marketing Compact, the | ||||||
| 19 | Midwestern Higher Education Compact, the Interstate Insurance | ||||||
| 20 | Receivership Compact, the Interstate Compact on Mental Health, | ||||||
| 21 | the Midwest Interstate Passenger Rail Compact, and the Great | ||||||
| 22 | Lakes-St. Lawrence River Basin Water Resources Compact; and

| 1 | WHEREAS, More recently, Mike McCabe participated in the | ||||||
| 2 | development of the Interstate Compact for Adult Offender | ||||||
| 3 | Supervision and the Interstate Compact for Juveniles; and
| ||||||
| 4 | WHEREAS, Mike McCabe is also the co-author of The Evolving | ||||||
| 5 | Use and the Changing Role of Interstate Compacts – A | ||||||
| 6 | Practitioner's Guide, published by the American Bar | ||||||
| 7 | Association in 2006; and
| ||||||
| 8 | WHEREAS, Before joining CSG, Mike McCabe worked as an | ||||||
| 9 | attorney with a private law firm in Des Moines, Iowa; and
| ||||||
| 10 | WHEREAS, Mike McCabe graduated from Iowa State University | ||||||
| 11 | and earned his law degree at the University of Illinois; and
| ||||||
| 12 | WHEREAS, Mike McCabe has served with honor and | ||||||
| 13 | distinction, and it is abundantly fitting and proper that his | ||||||
| 14 | outstanding accomplishments be appropriately recognized; his | ||||||
| 15 | vision and unyielding commitment to leadership will be sorely | ||||||
| 16 | missed upon the occasion of his retirement; therefore, be it
| ||||||
| 17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 18 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 19 | we congratulate Mike McCabe on his retirement, thank him for | ||||||
| 20 | his many years of committed service to the Midwestern Office | ||||||

| 1 | of The Council of State Governments, and wish him many happy | ||||||
| 2 | and healthy retirement years; and be it further
| ||||||
| 3 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 4 | presented to Mike McCabe as a symbol of our esteem and respect.
