| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, Breast cancer is the most commonly diagnosed | ||||||
| 3 | cancer among women worldwide, and metastatic breast cancer | ||||||
| 4 | (MBC), also known as stage IV when the disease spreads beyond | ||||||
| 5 | the breast to other parts of the body, remains incurable; and | ||||||
| 6 | WHEREAS, MBC is responsible for nearly all breast cancer | ||||||
| 7 | deaths, and despite advances in early detection and treatment, | ||||||
| 8 | approximately 20% to 30% of early-stage breast cancers will | ||||||
| 9 | eventually metastasize; and | ||||||
| 10 | WHEREAS, In 2026, an estimated 324,580 new cases of breast | ||||||
| 11 | cancer will be diagnosed in the United States, and | ||||||
| 12 | approximately 42,670 Americans and more than 670,000 people | ||||||
| 13 | globally will die from breast cancer, the vast majority being | ||||||
| 14 | metastatic; and | ||||||
| 15 | WHEREAS, Despite this staggering toll, less than 13% of | ||||||
| 16 | breast cancer research funding is dedicated specifically to | ||||||
| 17 | MBC, leaving patients with limited treatment options and | ||||||
| 18 | families facing devastating outcomes; and | ||||||
| 19 | WHEREAS, Increased research funding is critical to | ||||||
| 20 | transforming MBC from a terminal diagnosis into a chronic, | ||||||
| 21 | survivable condition, offering patients more time and more | ||||||

| 1 | hope; and | ||||||
| 2 | WHEREAS, Significant racial disparities persist in breast | ||||||
| 3 | cancer outcomes; Black women are 37% more likely to die from | ||||||
| 4 | breast cancer than white women in the United States, and | ||||||
| 5 | Hispanic women face breast cancer as the leading cause of | ||||||
| 6 | cancer-related death; and | ||||||
| 7 | WHEREAS, These inequities demand urgent action through | ||||||
| 8 | inclusive research, equitable access to care, and culturally | ||||||
| 9 | responsive education; and | ||||||
| 10 | WHEREAS, METAvivor Research and Support, a national | ||||||
| 11 | nonprofit, exclusively funds Stage IV MBC research, and the | ||||||
| 12 | global #LightUpMBC campaign elevates MBC awareness, raises | ||||||
| 13 | funds, amplifies patient voices, and honors lives lost by | ||||||
| 14 | illuminating hundreds of landmarks globally in the tricolor | ||||||
| 15 | MBC awareness ribbon colors of teal (healing), green (hope), | ||||||
| 16 | and pink (breast cancer origin) each year on October 13th; | ||||||
| 17 | therefore, be it | ||||||
| 18 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 19 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 20 | we declare October 13, 2026 as Metastatic Breast Cancer | ||||||
| 21 | Awareness Day in the State of Illinois; and be it further | ||||||
