| 2 | WHEREAS, See Tracks? Think Train Week is to be held across | ||||||
| 3 | the United States from September 21 through September 27, | ||||||
| 4 | 2026; and | ||||||
| 5 | WHEREAS, During 2025, 2,273 highway-rail grade crossing | ||||||
| 6 | collisions resulted in 764 personal injuries and were | ||||||
| 7 | responsible for 287 fatalities across the United States; and | ||||||
| 8 | WHEREAS, Educating and informing the public about rail | ||||||
| 9 | safety, including reminding the public that railroad | ||||||
| 10 | rights-of-way are private property, enhancing public awareness | ||||||
| 11 | of the dangers associated with highway-rail grade crossings, | ||||||
| 12 | ensuring pedestrians and motorists are looking and listening | ||||||
| 13 | while near railways as well as obeying established traffic | ||||||
| 14 | laws, will reduce the number of avoidable fatalities and | ||||||
| 15 | injuries caused by incidents involving trains and citizens; | ||||||
| 16 | and | ||||||
| 17 | WHEREAS, The International Association of Chiefs of | ||||||
| 18 | Police, Operation Lifesaver, Inc., the United States | ||||||
| 19 | Department of Transportation, and all local, county, state, | ||||||
| 20 | and railroad law enforcement officers, first responders, and | ||||||
| 21 | railroad corporations are committed to partnering together in | ||||||
| 22 | an effort to educate at the national and state level all | ||||||

| 1 | aspects of railroad safety and to enforce applicable laws in | ||||||
| 2 | support of National See Tracks? Think Train Week; and | ||||||
| 3 | WHEREAS, Operation Lifesaver is an active, national | ||||||
| 4 | continuing public education program designed to increase the | ||||||
| 5 | awareness of rail safety education; the organization is | ||||||
| 6 | sponsored cooperatively by federal, state, and local | ||||||
| 7 | government agencies, civic and business organizations, the | ||||||
| 8 | nation's railroads, and other groups interested in highway | ||||||
| 9 | safety; and | ||||||
| 10 | WHEREAS, The Illinois Operation Lifesaver program was | ||||||
| 11 | founded in 1976 with the goal of reducing collisions, | ||||||
| 12 | injuries, and deaths at highway-rail crossings and along | ||||||
| 13 | railroad rights-of-way; in the organization's first year of | ||||||
| 14 | operation, over 900 railroad incidents occurred at public | ||||||
| 15 | highway-rail crossings, resulting in 103 fatalities; by 2025, | ||||||
| 16 | that number had been reduced to 134 collisions at highway-rail | ||||||
| 17 | crossings, resulting in 29 fatalities; approximately 70 people | ||||||
| 18 | die on and around railroad tracks and property in Illinois | ||||||
| 19 | each year; and | ||||||
| 20 | WHEREAS, There are few incidents that occur that affect a | ||||||
| 21 | community and its residents as gravely as someone being killed | ||||||
| 22 | by a train; such needless events greatly impact the families | ||||||
| 23 | and friends of those people killed in addition to the train | ||||||

| 1 | crews, railroad employees, and first responders involved; | ||||||
| 2 | therefore, be it | ||||||
| 3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 4 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 5 | we declare the week of September 21 through September 27, 2026 | ||||||
| 6 | as See Tracks? Think Train Week in the State of Illinois; and | ||||||
| 7 | be it further | ||||||
| 8 | RESOLVED, That we encourage all citizens to recognize the | ||||||
| 9 | importance of rail safety education; and be it further | ||||||
| 10 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 11 | presented to the Illinois Commerce Commission. | ||||||
