| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, Not-for-profit social service organizations | ||||||
| 3 | provide critical assistance to the people of the State of | ||||||
| 4 | Illinois; and
| ||||||
| 5 | WHEREAS, In addition to providing that assistance, these | ||||||
| 6 | organizations employ over 400,000 people in the State and are | ||||||
| 7 | represented in each and every State legislative district; and
| ||||||
| 8 | WHEREAS, In 2009, the State began withholding timely | ||||||
| 9 | payment for services rendered by these organizations, causing | ||||||
| 10 | not only funding emergencies for these organizations, but also | ||||||
| 11 | critical service shortages for the persons who rely on those | ||||||
| 12 | services; and
| ||||||
| 13 | WHEREAS, These problems have been exacerbated by Public Act | ||||||
| 14 | 97-72, which amended Section 3-2 of the State Prompt Payment | ||||||
| 15 | Act to require payment of obligations within 90 days rather | ||||||
| 16 | than 60 days, thus further delaying the ability of these | ||||||
| 17 | organizations to seek payment through the State's Vendor | ||||||
| 18 | Payment Program; and
| ||||||
| 19 | WHEREAS, Today, the State owes not-for-profit social | ||||||
| 20 | service organizations more than $4 billion for services | ||||||
| 21 | rendered; therefore, be it

| 1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 2 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 3 | we recognize the importance of the services provided by | ||||||
| 4 | not-for-profit social service organizations in the State and | ||||||
| 5 | urge the Comptroller to prioritize the payment of obligations | ||||||
| 6 | owed to these organizations; and be it further
| ||||||
| 7 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 8 | delivered to the Comptroller.
