HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend Dr. Ronald "Ron" Perlman for
4his extraordinary lifetime of leadership, advocacy,
5mentorship, educational service, and enduring contributions to
6the people and communities of the State of Illinois; and
 
7    WHEREAS, Dr. Perlman is the founder and retired president
8of The Center: Resources for Teaching and Learning, an
9institution that, under his visionary leadership, became one
10of Illinois' leading organizations dedicated to educator
11professional development, bilingual education, multilingual
12learning, family engagement, and statewide professional
13advancement; and
 
14    WHEREAS, Dr. Perlman has faithfully led The Center for 53
15years until his retirement as president on June 30, 2025,
16dedicating his professional life to strengthening educational
17systems and expanding opportunities for educators, students,
18and families throughout the State of Illinois; and
 
19    WHEREAS, Dr. Perlman, through his advocacy, leadership,
20and direct work in educational policy, has helped shape and
21strengthen Illinois' educational landscape, particularly in
22the areas of bilingual education, multicultural learning,

1English language learner support, language access, educational
2equity, and educator training; and
 
3    WHEREAS, Dr. Perlman is widely recognized for his
4involvement in developing the original Transitional Bilingual
5Education (TBE) Act in the mid-1970s and helping shape
6bilingual education policy across the State; and
 
7    WHEREAS, Dr. Perlman dedicated his career to building the
8infrastructure required to make the Transitional Bilingual
9Education Act successful; and
 
10    WHEREAS, Dr. Perlman was instrumental in developing and
11leading several of Illinois' most recognized and impactful
12educational conferences and statewide learning initiatives,
13including the Illinois Legislative Latino Caucus Foundation
14Conference, the English as a Second Language Conference, the
15Bilingual Parent Conference, and The Every Student Succeeds
16Act (ESSA) Conference, all of which strengthened professional
17learning, family engagement, advocacy, and educational
18collaboration across the State of Illinois; and
 
19    WHEREAS, Dr. Perlman, through these conferences,
20trainings, partnerships, and statewide initiatives, created
21spaces where educators, administrators, policymakers, parents,
22and community leaders could come together to advance

1educational opportunity, strengthen communities, and improve
2outcomes for future generations; and
 
3    WHEREAS, Dr. Perlman served as a mentor, advisor, and
4source of inspiration to hundreds of educators,
5administrators, and educational leaders throughout Illinois,
6many of whom continue to carry forward his enduring commitment
7to educational excellence, leadership, and public service; and
 
8    WHEREAS, Dr. Perlman's leadership reflected a profound
9belief that education is one of the most transformative forces
10in society and that investing in educators, families, and
11communities strengthens not only schools but also the future
12of the State of Illinois itself; and
 
13    WHEREAS, Dr. Perlman, throughout his distinguished life
14and career, has exemplified integrity, compassion,
15professionalism, humility, collaboration, and an unwavering
16dedication to educational advancement and public service; and
 
17    WHEREAS, Dr. Perlman, beyond his extraordinary
18professional accomplishments, has shared a life grounded in
19love, partnership, and family alongside his beloved wife,
20Lori, whose support and companionship have been an enduring
21part of his remarkable journey of leadership and service; and

1    WHEREAS, Dr. Perlman's legacy continues through the
2institution he founded, the educational systems he helped
3strengthen, the policies he helped influence, the leaders he
4mentored, and the countless educators, students, families, and
5communities whose lives have been positively transformed
6through his vision and commitment; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we commend Dr. Ronald "Ron" Perlman for his extraordinary
10lifetime of leadership, advocacy, mentorship, educational
11service, and enduring contributions to the people and
12communities of the State of Illinois; and be it further
 
13    RESOLVED, That we thank Dr. Perlman for his lasting impact
14on generations of educators, administrators, students,
15families, and community leaders across the State of Illinois;
16and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented Dr. Perlman as an expression of our esteem and
19respect.
