HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Billie
4McCoy-Thomas; and
5 WHEREAS, Billie McCoy-Thomas was born on October 9, 1971;
6and
7 WHEREAS, Billie McCoy-Thomas had her first meaningful job
8as a case manager for the Brothers Keeper Community Resource
9Center, where she worked under her father, Chief Apostle McCoy;
10while there, she learned to have compassion and empathy for the
11community and how to fight the disparity within the community;
12she served as a social worker for the Illinois Department of
13Children and Family Services; she worked for the non-profit
14Aunt Martha's; she served as a qualified mental health
15professional for the Community Counseling Center of Chicago;
16she was the creative director of Real McCoy Creations; she also
17worked as a substitute teacher, an entrepreneur, and a cheer
18and life coach; and
19 WHEREAS, Billie McCoy-Thomas was deeply committed to her
20faith; she was known for her grace, her quiet confidence, her
21strength, her sense of humor, her fairness, her principles, her
22integrity, and her dignity; she was a lifelong advocate in her

1community was extremely dedicated to the youth in underserved
2areas; she was affectionately known as "Billie Joe" and more
3recently known as "BJ"; she will be remembered for being a
4mother, a daughter, an aunt, a friend, and a confidant to many;
5and
6 WHEREAS, Billie McCoy-Thomas was a loving and nurturing
7mother to her two daughters and was equally affectionate to
8their father, Steve Thomas; and
9 WHEREAS, Billie McCoy-Thomas is survived by her parents,
10Chief Apostle Dr. William and Pastor Emeritus Rose McCoy; her
11children, DaMoyne McCoy and Niomi Thomas; her siblings, William
12Lorenzo McCoy, William Lester McCoy (Heather), Victoria McCoy,
13Vanessa McCoy-Pulphus (Toriano), Major Lee McCoy (Jackie),
14Debracia McCoy-Jones (Otis), and Otis McCoy; many nieces and
15nephews; her cousins; her godchildren; the Black Diamonds; and
16her friends; therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we mourn the passing of Billie McCoy-Thomas and extend our
20sincere condolences to her family, friends, and all who knew
21and loved her; and be it further
22 RESOLVED, That a suitable copy of this resolution be
