| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate and celebrate 19th | ||||||
| 4 | Circuit Court Judge John T. Phillips on the occasion of his | ||||||
| 5 | retirement on January 25, 2016; and
| ||||||
| 6 | WHEREAS, Judge John Phillips will retire to pursue other | ||||||
| 7 | interests after serving the 19th Circuit Court for more than 20 | ||||||
| 8 | years; and
| ||||||
| 9 | WHEREAS, Judge John Phillips graduated from Coe College in | ||||||
| 10 | 1969 and the University of Iowa College of Law in 1972; and
| ||||||
| 11 | WHEREAS, Judge John Phillips served in the United States | ||||||
| 12 | Air Force before entering private practice in Grayslake, where | ||||||
| 13 | he became a partner in the firm of Churchill, Baumgartner, and | ||||||
| 14 | Phillips, Ltd.; and
| ||||||
| 15 | WHEREAS, Judge John Phillips was appointed to serve as an | ||||||
| 16 | Associate Judge in 1993; he was subsequently elected to serve | ||||||
| 17 | as Circuit Judge in 2006 and as Chief Judge in 2014; and
| ||||||
| 18 | WHEREAS, Judge John Phillips has served in every division | ||||||
| 19 | of the circuit, but is best known for presiding over the | ||||||
| 20 | Treatment Courts from 2005 until 2014, which include Drug | ||||||

| |||||||
| 1 | Court, Mental Health Court, and Veterans Court; he also | ||||||
| 2 | continues to serve on the Special Supreme Court Advisory | ||||||
| 3 | Committee for Justice and Mental Health Planning of the | ||||||
| 4 | Illinois Supreme Court; and
| ||||||
| 5 | WHEREAS, Judge John Phillips has said that you will know | ||||||
| 6 | when it's your time to go and he believes that time has come | ||||||
| 7 | for him; his knowledge, wisdom, trial expertise, and management | ||||||
| 8 | skills will be difficult to replace and he will truly be | ||||||
| 9 | missed; therefore, be it

| 10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 11 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 12 | thank and congratulate 19th Circuit Court Judge John T. | ||||||
| 13 | Phillips for his many years of service and wish him all the | ||||||
| 14 | best in his future endeavors; and be it further
| ||||||
| 15 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 16 | presented to Judge John Phillips as an expression of our | ||||||
| 17 | congratulations and appreciation for a job well done.
