2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Sister Judith Ann Duvall | ||||||
4 | on the occasion of her retirement as Major Superior of the | ||||||
5 | Sisters of the Third Order of St. Francis and Chairperson of | ||||||
6 | OSF HealthCare System; and
| ||||||
7 | WHEREAS, Sister Judith Ann received a Bachelor of Science | ||||||
8 | in Nursing from Northern Illinois University in 1972, a Master | ||||||
9 | of Arts with a major in Catholic Doctrine from Saint John's | ||||||
10 | University in 1977, and a Bachelor of Science in Business | ||||||
11 | Administration and Management from Bradley University in 1982; | ||||||
12 | she also completed two graduate courses in basic pastoral | ||||||
13 | counseling skills at St. Francis Seminary; and
| ||||||
14 | WHEREAS, Sister Judith Ann became a member of the Sisters | ||||||
15 | of the Third Order of St. Francis in 1967 and since that time | ||||||
16 | has served in many leadership roles, including Nursing | ||||||
17 | Supervisor, Director of Public Relations, Director of | ||||||
18 | Formation, and OSF Treasurer; and
| ||||||
19 | WHEREAS, In 1988, Sister Judith Ann launched the Ministry | ||||||
20 | Development Program for OSF Leadership and Key Management; her | ||||||
21 | work in planning and implementing the program transformed the | ||||||
22 | culture of the OSF family, deepening leadership's |

1 | understanding of and commitment to the founding mission to | ||||||
2 | serve those in need of health care "with the greatest care and | ||||||
3 | love"; and
| ||||||
4 | WHEREAS, Sister Judith Ann has served on the Board of | ||||||
5 | Directors of OSF HealthCare since 1989, as a member of the | ||||||
6 | Governing Board of the Sisters of the Third Order of St. | ||||||
7 | Francis since 1994, as the Chairperson of the OSF HealthCare | ||||||
8 | Foundation since 2000, and as Chairperson of the Executive | ||||||
9 | Committees of all OSF Boards since 2006; and
| ||||||
10 | WHEREAS, Sister Judith Ann has presided over a period of | ||||||
11 | incredible growth and success for OSF HealthCare with a | ||||||
12 | Ministry that has increased from six hospitals in 2006 to | ||||||
13 | sixteen hospitals and soon a seventeenth by the end of this | ||||||
14 | year; under her leadership, OSF Healthcare has expanded into | ||||||
15 | the communities of Monmouth, Ottawa, Alton, Kewanee, Mendota, | ||||||
16 | Streator, Urbana, Danville, Evergreen Park, Princeton, Peru, | ||||||
17 | and Dixon; in addition, the number of OSF Mission Partners has | ||||||
18 | increased from 12,500 to more than 25,000 during her service | ||||||
19 | as Major Superior; and

20 | WHEREAS, Sister Judith Ann has been the recipient of | ||||||
21 | numerous accolades, including the Pere Marquette Award in | ||||||
22 | 2002, the Edythe A. Cohen Business and Industry Award in 2005, | ||||||
23 | the Northern Illinois University Alumni Association's |

1 | Outstanding College Award in 2006, the Chuck Schofield | ||||||
2 | Memorial Community Service Award in 2008, and an Honorary | ||||||
3 | Doctor of Humane Letters from Saint Anthony College of Nursing | ||||||
4 | in 2009; she was also inducted into the Honor Society of | ||||||
5 | Nursing Sigma Theta Tau International in 2007, was interviewed | ||||||
6 | for the documentary, Divine Prescription: When Faith and | ||||||
7 | Healthcare Meet, which aired on ABC-affiliated stations | ||||||
8 | throughout 2013, and was the recipient of the Pro Ecclesia et | ||||||
9 | Pontifice Cross by Pope Benedict XVI for dedication to | ||||||
10 | Catholic health care and heroic leadership in the religious | ||||||
11 | community; and

12 | WHEREAS, Sister Judith Ann is retiring as Major Superior | ||||||
13 | of the Sisters of the Third Order of St. Francis and | ||||||
14 | Chairperson of OSF HealthCare after providing more than six | ||||||
15 | decades of dedicated service; therefore, be it

16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
17 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
18 | we congratulate Sister Judith Ann Duvall on her retirement as | ||||||
19 | Major Superior of the Sisters of the Third Order of St. Francis | ||||||
20 | and Chairperson of OSF HealthCare, and we wish her the best in | ||||||
21 | all of her future endeavors; and be it further

22 | RESOLVED, That a suitable copy of this resolution be | ||||||
