HOUSE RESOLUTION
WHEREAS, The members of the Illinois House of
Representatives are saddened to learn of the death of Colonel
Janet M. Kamer, Ph.D. of Wheaton, who passed away on February
6, 2014; and
WHEREAS, Col. Janet Kamer retired from the United States
Air Force in March of 2013 after 26 years of service; and
WHEREAS, Col. Janet Kamer received her Bachelor of Science
in Psychology from the Illinois Institute of Technology in
Chicago in 1971, her Master of Arts in Developmental Psychology
from Columbia University in New York in 1974, her Master of
Arts in Clinical Psychology from Loyola University in Chicago
in 1978, her Postgraduate Association in Neurology from Yale
University School of Medicine in 1980, and her Doctorate in
Clinical Psychology from Loyola University in Chicago in 1981;
she attended Squadron Officer School in 1994, Air Command and
Staff College in 1997, and the Air War College in 2000; and
WHEREAS, Col. Janet Kamer was promoted to First Lieutenant
on August 7, 1987, to Captain on August 8, 1989, to Major on
March 10, 1994, to Lieutenant Colonel on September 18, 1998,
and to Colonel on April 1, 2006; and

WHEREAS, Col. Janet Kamer began her military career as a
Clinical Psychologist with the 440th Airlift Wing, General
Mitchell International Airport in Milwaukee, Wisconsin from
August of 1987 to December of 1988; she followed with
assignments as a Clinical Psychologist with the 928th Tactical
Airlift Group, O'Hare International Airport in Chicago from
December of 1988 to October of 1989; as a Clinical Psychologist
with the 88th Medical Group, Wright-Patterson Medical Center,
Wright-Patterson AFB, Ohio from October of 1989 to November
2001; as a Clinical Psychologist, Deputy Director of
Neuropsychology, Operation Desert Storm, 88th Medical Group,
Wright-Patterson Medical Center, Wright-Patterson AFB, Ohio
from January of 1990 to April 1990; as Consultant for Combat
Stress Programs, Office of the Surgeon General, Air Force
Medical Support Agency, AFMSA/SGOC, Bolling Air Force Base,
Washington, D.C. from November of 2001 to January of 2004; as
Consultant for Combat Stress Programs, Deployment Health
Support Directorate, Office of the Assistant Secretary of
Defense for Health Affairs, Falls Church, Virginia from January
of 2004 to October of 2007; and as Command Consultant for
Psychology Headquarters Air Force Reserver Command, Office of
the Command Surgeon, Robbins AFB, Georgia from October of 2007
to March of 2013; she was deployed to Mexico in 2012 as team
lead for the Defense Institute of Medical Operations, 21st
Century Warrior; and

WHEREAS, Col. Janet Kamer received numerous awards and
decorations including the Meritorious Service Medal with two
oak leaf clusters, the Air Force Commendation Medal, the Air
Force Outstanding Unit award with three oak leaf clusters, the
Air Force Recognition Award, the National Defense Service Medal
with one service star, the Global War on Terrorism Service
Medal, the Air Force Longevity Service Award with five oak leaf
clusters, the Armed Forces Reserve Medal with one mobilization
device and silver hourglass, the Air Force Training Ribbon, and
the Medical Services Biomedical Sciences Corps Mobilization
Augmentee of the Year 2008; and
WHEREAS, Col. Janet Kamer was an active supporter of many
veteran's causes; she was a board member of the Reserve
Officers Association National Defense Education Forum,
past-President of the Reserve Officers Association Department
of Illinois, President-Elect of the Military Officers
Association Department of Illinois West Suburban Chapter,
board member of the DuPage County Illinois Veterans Assistance
Commission, and member of the Mental Health and Education
Committees of Illinois Joining Forces; and
WHEREAS, In her civilian life, Col. Janet Kamer was the
Director of Neuropsychology for Meier Clinics in Wheaton, and
she was a professor at the College of DuPage; and

WHEREAS, Col. Janet Kamer was preceded in death by her son,
Eric Kamer Meador, and by her parents Harry D. and Jean Kamer;
and
WHEREAS, Col. Janet Kamer is survived by her husband, David
R. Meador; her son, Lt. Commander Michael K. (Tracy) Meador,
U.S.N.; her granddaughter, Natalie Erica; her sons, Monday
Akogwu and Diedre Cardosa; and her brother, Harry F.
(Maritherese) Kamer; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
we mourn the passing of Colonel Janet M. Kamer, Ph.D., and
extend our sincere condolences to her family, friends, and all
who knew and loved her; and be it further
RESOLVED, That a suitable copy of this resolution be
presented to the family of Col. Janet Kamer as an expression of
our deepest sympathy.
