| 2 | WHEREAS, After over 9 years of distinguished service, | ||||||
| 3 | Janice Bonneville will end her tenure with the
State as Deputy | ||||||
| 4 | Director of Benefits at Central Management Services; and
| ||||||
| 5 | WHEREAS, Janice Bonneville has been highly respected by | ||||||
| 6 | members of the House and Senate for her keen
intelligence, | ||||||
| 7 | management expertise, and her accessibility to explain complex | ||||||
| 8 | benefit changes to
constituents; and
| ||||||
| 9 | WHEREAS, Janice Bonneville represented Central Management | ||||||
| 10 | Services in the 15-month negotiations with AFSCME, which | ||||||
| 11 | resulted
in a contract in May of 2013 that saved taxpayers $900 | ||||||
| 12 | million in healthcare savings; and
| ||||||
| 13 | WHEREAS, Encountering ever more complex challenges from | ||||||
| 14 | mandates, programs, and resources, Janice Bonneville directed | ||||||
| 15 | an interagency group with the Department of Healthcare and | ||||||
| 16 | Family Services to
better coordinate benefits to 350,000 | ||||||
| 17 | employees, retirees, and dependents; and
| ||||||
| 18 | WHEREAS, Janice Bonneville performed legal work at the | ||||||
| 19 | Federal Bureau of Prisons center at Pekin for
11 years prior to | ||||||
| 20 | joining the State; and
| ||||||

| 1 | WHEREAS, A native of Belleville, Janice Bonneville | ||||||
| 2 | graduated from Illinois Wesleyan University in 1990 before | ||||||
| 3 | earning her
law degree at Washington University in St. Louis in | ||||||
| 4 | 1993; and
| ||||||
| 5 | WHEREAS, Janice Bonneville is the daughter of Galen and | ||||||
| 6 | Ruby Eschman; she and her husband, Michael, have 4 children,
| ||||||
| 7 | Cody, Jennifer (both in the United States Air Force), Johnathan | ||||||
| 8 | (currently at the Air Force Academy), and Mackenzie, at home; | ||||||
| 9 | and
| ||||||
| 10 | WHEREAS, Janice Bonneville will soon join Illinois State | ||||||
| 11 | University as director of employee benefits upon
leaving her | ||||||
| 12 | service with the State of Illinois; therefore, be it
| ||||||
| 13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 14 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 15 | we congratulate Janice Bonneville and wish her every success in | ||||||
| 16 | her future endeavors; and be it further
| ||||||
| 17 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 18 | presented to Janice Bonneville as a symbol of our esteem and | ||||||
| 19 | respect.
