Bill Title: Encourages the Illinois Board of Higher Education, the Illinois Board of Higher Education Student Advisory Committee, and other student leaders, college officials, faculty, college bookstores, and publishers to discuss ways that college students may be better informed of these different textbook options and how access to them can be increased, without adversely impacting any existing textbook rental or already established access or affordability programs available to Illinois students.

HOUSE RESOLUTION
2 WHEREAS, The federal Higher Education Opportunity Act and
3the Illinois Transparency in College Textbook Publishing
4Practices Act are laws that provide for transparency and ready
5availability of textbook and course material pricing and sales
6information and the unbundling of course materials; and
7 WHEREAS, Publishers have increased the availability of
8affordable options by producing unbundled, black and white,
9unbound, and electronic versions of textbooks and course
10materials; and
11 WHEREAS, Campus bookstores, both online and in-store, have
12increased the availability of lower cost alternatives for
13students by offering students choices between bundled products
14and components, print or digital formats, and choices in
15purchase versus rental; and
16 WHEREAS, Campus bookstores prominently display format and
17pricing options via shelf tags and other point of purchase
18materials to students in store and online; and
19 WHEREAS, While these alternative options, which offer more
20variety in pricing and can be more affordable to students and
21meet their specific needs or learning styles, are available for

1students, more education and outreach is needed to ensure
2students are fully aware of these options; therefore, be it
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we encourage the Illinois Board of Higher Education, the
6Illinois Board of Higher Education Student Advisory Committee,
7and other student leaders, college officials, faculty, college
8bookstores, and publishers to discuss ways that college
9students may be better informed of these different textbook
10options and how access to them can be increased, without
11adversely impacting any existing textbook rental or already
12established access or affordability programs available to
13Illinois students; and be it further
14 RESOLVED, That suitable copies of this resolution be
15delivered to the Governor and to each member of the Illinois
16General Assembly.
