HOUSE RESOLUTION
2 WHEREAS, Most people don't realize how much food they throw
3away every day, including uneaten leftovers and spoiled
4produce; and
5 WHEREAS, Approximately 95% of the food thrown away ends up
6in landfills or combustion facilities; and
7 WHEREAS, In 2014, Americans disposed of more than 38
8million tons of food waste; and
9 WHEREAS, The benefits of reducing wasted food include
10saving money, reducing methane emissions, and conserving
11energy and resources; and
12 WHEREAS, The State of Illinois has an interest in reducing
13wasted food at State-operated facilities; therefore, be it
14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
15HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
16Auditor General is directed in accordance with Section 3-2 of
17the Illinois State Auditing Act to conduct a performance audit
18of 3 State facility cafeterias to report on the amount of food
19that has been disposed of and make recommendations on serving
20and ordering that will reduce wasted food at State facilities;

1and be it further
2 RESOLVED, That the State facilities chosen by the Auditor
3General cooperate fully and promptly with the Auditor General
4in the conduct of this audit; and be it further
5 RESOLVED, That the Auditor General commence this audit as
6soon as possible and submit his report, including his findings
7and recommendations, upon completion in accordance with the
8provisions of Section 3-14 of the Illinois State Auditing Act,
9but no later than December 31, 2019; and be it further
10 RESOLVED, That a copy of this resolution be delivered to
11the Auditor General.
