Affirms the vital role that women, who would be particularly vulnerable to any resumption of armed conflicts, must play in building a permanent and peaceful settlement.

2 | WHEREAS, The Korean War, which was among the most | ||||||
3 | destructive armed conflicts of the modern era, remains one of | ||||||
4 | the world's longest ongoing wars, in which the Republic of | ||||||
5 | Korea (South Korea), the Democratic People's Republic of Korea | ||||||
6 | (North Korea), and the United States have suffered hundreds of | ||||||
7 | thousands of casualties and losses, millions of civilians | ||||||
8 | killed and wounded, and millions of families separated; and
| ||||||
9 | WHEREAS, On July 27, 1953, the United Nations Command, the | ||||||
10 | North Korean People's Army, and the Chinese People's Volunteers | ||||||
11 | entered into an armistice agreement; by its terms, it aimed to | ||||||
12 | "insure a complete cessation of hostilities and of all acts of | ||||||
13 | armed force in Korea until a final peaceful settlement is | ||||||
14 | achieved"; and

15 | WHEREAS, The Korean War Armistice Agreement, by its terms, | ||||||
16 | neither formally ended the war nor amounted to a final peaceful | ||||||
17 | settlement; and
| ||||||
18 | WHEREAS, The persistence of a state of war poses a constant | ||||||
19 | risk and threat to the national security of the United States | ||||||
20 | and its allies; and
| ||||||
21 | WHEREAS, On April 27, 2018, the leaders of South Korea and |

1 | North Korea met in Panmunjom, located on the border between | ||||||
2 | North and South Korea, and declared that "there will be no more | ||||||
3 | war and a new era of peace has begun on the Korean peninsula"; | ||||||
4 | they further committed "to declare the end of war" on the | ||||||
5 | Korean peninsula, being in agreement to promote meetings | ||||||
6 | involving the United States "with a view to replacing the | ||||||
7 | Armistice Agreement with a peace agreement and establishing a | ||||||
8 | permanent and solid peace regime"; and
| ||||||
9 | WHEREAS, On June 12, 2018, the leaders of the United States | ||||||
10 | and North Korea met in Singapore and promised "to establish new | ||||||
11 | relations in accordance with the desire of the peoples of the | ||||||
12 | two countries for peace and prosperity"; and
| ||||||
13 | WHEREAS, The failure to reach a final peace settlement on | ||||||
14 | the Korean peninsula has had long-term negative consequences on | ||||||
15 | human rights, humanitarian conditions, and world peace, | ||||||
16 | causing continued separation of families and incurred | ||||||
17 | misappropriation of resources to excessive military spending | ||||||
18 | rather than to the livelihoods of Americans and Koreans; and

19 | WHEREAS, Fifteen Illinois National Guard units and their | ||||||
20 | subordinate commands were called to federal service during the | ||||||
21 | Korean War; and
| ||||||
22 | WHEREAS, More than 1,789 Illinois servicemen shed blood for |

1 | their country and the freedom of the Korean people in the | ||||||
2 | Korean War; and
| ||||||
3 | WHEREAS, The State of Illinois continues standing for world | ||||||
4 | peace, the national security of the United States, universal | ||||||
5 | human rights, and humanitarian conditions; therefore, be it
| ||||||
6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
7 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
8 | we pay tribute to the sacrifices of the veterans of the Korean | ||||||
9 | War, its victims, and the families separated by the war; and be | ||||||
10 | it further

11 | RESOLVED, That we salute the Illinois National Guard Korean | ||||||
12 | War veterans and honor them for their commitment to country, | ||||||
13 | courage, and sacrifice; and be it further
| ||||||
14 | RESOLVED, That we would welcome a statement by the United | ||||||
15 | States, in coordination with South Korea, declaring the end of | ||||||
16 | the state of war with North Korea; and be it further
| ||||||
17 | RESOLVED, That we call for the conclusion of a binding | ||||||
18 | peace agreement constituting a formal and final end to the | ||||||
19 | state of war between South Korea, North Korea, and the United | ||||||
20 | States; and be it further

9 | Minority Leader, and all members of the Illinois Congressional | ||||||
10 | Delegation.
