| ||||||
| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate Lieutenant Fred | ||||||
| 4 | Winterroth on his retirement from the Illinois State Police, | ||||||
| 5 | effective December 31, 2009; and
| ||||||
| 6 | WHEREAS, He is a 1973 graduate of Normal Community High | ||||||
| 7 | School; he received an
Associate of Science Degree from | ||||||
| 8 | Illinois Central College in Police Science Technology; he | ||||||
| 9 | received a
Bachelor of Science Degree in Law Enforcement | ||||||
| 10 | Administration from Western Illinois University in 1977; and
| ||||||
| 11 | WHEREAS, In 1975 he served an internship with the East | ||||||
| 12 | Peoria Police Department and the Peoria County Sheriff's | ||||||
| 13 | Department; while working on his Bachelor's degree he served an | ||||||
| 14 | internship with the Illinois Bureau of Investigations; and
| ||||||
| 15 | WHEREAS,
He served as a Jail Officer in the Peoria County | ||||||
| 16 | Sheriff's Office and as a Special Agent for the Multi-County | ||||||
| 17 | Narcotics Enforcement Group in Peoria from 1977-1980; he
served | ||||||
| 18 | as a Canton Police Officer in the Canton Police Department from | ||||||
| 19 | 1980-1981; he served as a Farmington Police Officer with the | ||||||
| 20 | Farmington Police Department in 1984; and he became a Illinois | ||||||
| 21 | State Trooper in 1984 in District 8; and

| 1 | WHEREAS,
From 1990-1998 he served as a Special Agent with | ||||||
| 2 | the Illinois State Police, Zone 8 Investigations; he was | ||||||
| 3 | promoted to Sergeant in 1998, where he served as Midnight Shift | ||||||
| 4 | Platoon Sergeant, Special Projects Officer, Midnight Shift | ||||||
| 5 | Platoon Supervisor, as well as acting Master Sergeant from | ||||||
| 6 | 2000, until his promotion as Master Sergeant in 2003; and
| ||||||
| 7 | WHEREAS, In 2008, he was named Acting Lieutenant in | ||||||
| 8 | District 8 and in 2008 he was also promoted to Operations | ||||||
| 9 | Lieutenant, until he retired in District 6 for the Illinois | ||||||
| 10 | State Police; and
| ||||||
| 11 | WHEREAS,
He attended and completed numerous specialized | ||||||
| 12 | schools and training conferences in the field of Law | ||||||
| 13 | Enforcement; his community service includes serving as Cub | ||||||
| 14 | Master, Den leader, and Assistant Scout Master for the Boy | ||||||
| 15 | Scouts, Bartonville Troop 200 and Hanna City, Pack 51; in | ||||||
| 16 | addition, he continues to serve as a Northern Illinois | ||||||
| 17 | Presbyterian, PCA, Moderator and the Hanna City Presbyterian | ||||||
| 18 | Church, PCA, Ruling Elder; and
| ||||||
| 19 | WHEREAS, He continues to serve as a member of the | ||||||
| 20 | Tri-County Regional Greenways and Trails Committee Member, | ||||||
| 21 | Wildlife Prairie State Park, Friends of Wildlife Board Member, | ||||||
| 22 | Past President of the Rural Coalition on Development, and as a | ||||||
| 23 | member and treasurer of the Heart of Illinois Mayors | ||||||
| |||||||
| |||||||
| 1 | Association; in 1997 he served as a Village Trustee; and in | ||||||
| 2 | 2005 he was elected President of the Village of Hanna City, | ||||||
| 3 | where he presently serves; therefore, be it
| ||||||
| 4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 5 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 6 | congratulate Lieutenant Winterroth and wish him the best in the | ||||||
| 7 | future; and be it further
| ||||||
| 8 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 9 | presented to Lieutenant Fred Winterroth as a symbol of our | ||||||
| 10 | respect and esteem.
