HOUSE RESOLUTION
WHEREAS, The members of the Illinois House of
Representatives wish to congratulate Lieutenant Fred
Winterroth on his retirement from the Illinois State Police,
effective December 31, 2009; and
WHEREAS, He is a 1973 graduate of Normal Community High
School; he received an Associate of Science Degree from
Illinois Central College in Police Science Technology; he
received a Bachelor of Science Degree in Law Enforcement
Administration from Western Illinois University in 1977; and
WHEREAS, In 1975 he served an internship with the East
Peoria Police Department and the Peoria County Sheriff's
Department; while working on his Bachelor's degree he served an
internship with the Illinois Bureau of Investigations; and
WHEREAS, He served as a Jail Officer in the Peoria County
Sheriff's Office and as a Special Agent for the Multi-County
Narcotics Enforcement Group in Peoria from 1977-1980; he served
as a Canton Police Officer in the Canton Police Department from
1980-1981; he served as a Farmington Police Officer with the
Farmington Police Department in 1984; and he became a Illinois
State Trooper in 1984 in District 8; and

WHEREAS, From 1990-1998 he served as a Special Agent with
the Illinois State Police, Zone 8 Investigations; he was
promoted to Sergeant in 1998, where he served as Midnight Shift
Platoon Sergeant, Special Projects Officer, Midnight Shift
Platoon Supervisor, as well as acting Master Sergeant from
2000, until his promotion as Master Sergeant in 2003; and
WHEREAS, In 2008, he was named Acting Lieutenant in
District 8 and in 2008 he was also promoted to Operations
Lieutenant, until he retired in District 6 for the Illinois
State Police; and
WHEREAS, He attended and completed numerous specialized
schools and training conferences in the field of Law
Enforcement; his community service includes serving as Cub
Master, Den leader, and Assistant Scout Master for the Boy
Scouts, Bartonville Troop 200 and Hanna City, Pack 51; in
addition, he continues to serve as a Northern Illinois
Presbyterian, PCA, Moderator and the Hanna City Presbyterian
Church, PCA, Ruling Elder; and
WHEREAS, He continues to serve as a member of the
Tri-County Regional Greenways and Trails Committee Member,
Wildlife Prairie State Park, Friends of Wildlife Board Member,
Past President of the Rural Coalition on Development, and as a
member and treasurer of the Heart of Illinois Mayors

Association; in 1997 he served as a Village Trustee; and in
2005 he was elected President of the Village of Hanna City,
where he presently serves; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
congratulate Lieutenant Winterroth and wish him the best in the
future; and be it further
RESOLVED, That a suitable copy of this resolution be
presented to Lieutenant Fred Winterroth as a symbol of our
respect and esteem.
