Bill Title: Creates the Second Chance Task Force to study the feasibility of proposed legislation to give persons who commit crimes that would otherwise result in their imprisonment to be given the opportunity to serve in the Armed Forces of the United States or the Illinois National Guard. Provides that the Task Force shall receive the assistance of the Department of Military Affairs and such other persons as it deems appropriate and shall report its findings and recommendations to the House of Representatives by December 31, 2012.

HOUSE RESOLUTION
2 WHEREAS, The costs of housing prisoners in the Illinois
3Penitentiary System and county jails are a tremendous burden on
4the Illinois taxpayers; and
5 WHEREAS, The recidivism rate among prisoners in the
6Illinois correctional system is about 54%; and
7 WHEREAS, Many persons sentenced to prison or jail have the
8potential of rehabilitation; and
9 WHEREAS, Service in the Armed Forces of the United States
10and the Illinois National Guard by persons who would otherwise
11be sentenced to prison or jail would be a more productive
12alternative for these persons; and
13 WHEREAS, The Armed Forces of the United States and the
14Illinois National Guard promote self-respect and enhance a
15person's ability to serve the remainder of his or her life as a
16productive citizen; and
17 WHEREAS, A Second Chance Task Force should be created to
18study military service as an alternative to imprisonment;
19therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3the House create the Second Chance Task Force to study military
4service as an alternative to imprisonment; and be it further
5 RESOLVED, That the Task Force shall consist of 8 members as
6follows:
7 (1) 4 members appointed by the Speaker of the House of
8 Representatives; and
9 (2) 4 members appointed by the Minority Leader of the
10 House of Representatives; and be it further
11 RESOLVED, That the Task Force shall choose its chair and
12other officers and shall meet at the call of the chair; and be
13it further
14 RESOLVED, That the members of the Task Force shall serve
15without compensation but shall be reimbursed for their
16reasonable and necessary expenses from funds appropriated for
17that purpose; and be it further
18 RESOLVED, That the Task Force shall receive the assistance
19of the Department of Military Affairs and such other persons as
20it deems appropriate and shall report its findings and
21recommendations to the House of Representatives by December 31,
