| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The mission of the Illinois Department of Children | ||||||
| 3 | and Family Services (DCFS) is to promote prevention, child | ||||||
| 4 | safety, permanency, and well-being; and
| ||||||
| 5 | WHEREAS, As of June 30, 2018, DCFS had approximately 17,481 | ||||||
| 6 | children under its service umbrella; and
| ||||||
| 7 | WHEREAS, Governor Pritzker and the General Assembly | ||||||
| 8 | budgeted an additional $128.2 million for DCFS for Fiscal Year | ||||||
| 9 | 2020 and authorized the hiring of an additional 300 employees; | ||||||
| 10 | and
| ||||||
| 11 | WHEREAS, DCFS has the primary responsibility of protecting | ||||||
| 12 | children through the investigation of suspected abuse and | ||||||
| 13 | neglect by parents and other caregivers in a position of trust | ||||||
| 14 | or authority over the child; and
| ||||||
| 15 | WHEREAS, The Office of Inspector General of DCFS has | ||||||
| 16 | recommended changes within DCFS in its annual report; and
| ||||||
| 17 | WHEREAS, 123 children who are, or who have been, under the | ||||||
| 18 | DCFS service umbrella died between July 1, 2018 and June 30, | ||||||
| 19 | 2019; and

| 1 | WHEREAS, The Adoption and Child Welfare Committee of the | ||||||
| 2 | Illinois House of Representatives is a bi-partisan group of | ||||||
| 3 | legislators committed to working together to better protect | ||||||
| 4 | children under the purview of DCFS; and
| ||||||
| 5 | WHEREAS, Input from the medical community is important to | ||||||
| 6 | this endeavor; therefore, be it
| ||||||
| 7 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 8 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 9 | we urge Illinois' medical community to work with the General | ||||||
| 10 | Assembly and other stakeholders to develop the best practices | ||||||
| 11 | and resources to assist them in their role as mandated | ||||||
| 12 | reporters of suspected child abuse and neglect.
