HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Art Dykstra on the
4occasion of his retirement as the President and Executive
5Director of Trinity Services; and
6 WHEREAS, Art Dykstra grew up in Racine, Wisconsin and
7attended Bethel University in St. Paul, Minnesota; he earned a
8master's degree in Clinical Psychology from Bradley
9University; he completed his psychology internship at Elgin
10State Hospital in Illinois; and
11 WHEREAS, Art Dykstra was named President and Executive
12Director of Trinity Services in 1987 after a distinguished
1320-year career with the Illinois Department of Mental Health
14and Developmental Disabilities, where he served as Facility
15Director for two state-operated developmental centers, served
16as the Chicago Regional Administrator for Developmental
17Disabilities, and also worked as a Policy and Program Adviser
18for the Director of the Department; and
19 WHEREAS, Art Dykstra has taught classes at both the
20undergraduate and graduate levels; he is a frequent speaker at
21local, state, and national conferences and a published author;
22and

1 WHEREAS, Art Dykstra has served as the President of the
2Board on The Council on Quality and Leadership; he has also
3served as the past President of the Illinois Chapter of the
4American Association on Intellectual and Developmental
5Disabilities, the Illinois Council of Executive Directors of
6the ARC, and the Illinois Association of Rehabilitation
7Facilities; he also serves on many other boards and advisory
8councils and is a fellow of the American Association on
9Intellectual and Developmental Disabilities; and
10 WHEREAS, Art Dykstra has been recognized for his leadership
11with the Lifetime Achievement Award from Lewis University; he
12received the Distinguished Alumni Award from the College of
13Liberal Arts and Sciences at Bradley University; the
14Association for Behavioral and Cognitive Therapies honored him
15for his commitment to the cognitive behavioral therapy
16community with the Distinguished Friend to the Behavioral and
17Cognitive Therapies Award; he was recognized by the Autism
18Program of Illinois when he received the Autism Ally Public
19Policy Award through the ARC of Illinois in 2012; and
20 WHEREAS, Art Dykstra and his wife, Anita, live in New
21Lenox; in their spare time, they enjoy fishing, gardening, and
22catching frogs; therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3congratulate Art Dykstra on his retirement as the President and
4Executive Director of Trinity Services, and we wish him the
5best in all of his future endeavors; and be it further
6 RESOLVED, That a suitable copy of this resolution be
7presented to Art Dykstra as an expression of our esteem and
8respect.
