| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are pleased to congratulate Lieutenant Colonel | ||||||
| 4 | Scott D. Abbott on the occasion of his retirement from the | ||||||
| 5 | Illinois State Police on November 30, 2013; and
| ||||||
| 6 | WHEREAS, Lt. Col. Abbott was appointed to Illinois State | ||||||
| 7 | Police Cadet Class #84 on August 21, 1989 and graduated from | ||||||
| 8 | the academy on January 5, 1990; he was assigned to District 11; | ||||||
| 9 | and
| ||||||
| 10 | WHEREAS, Lt. Col. Abbott joined the staff at the Illinois | ||||||
| 11 | State Police Academy on March 1, 1995 and he was promoted to | ||||||
| 12 | Sergeant on March 16, 1996; he was promoted to Master Sergeant | ||||||
| 13 | on September 25, 1998; and
| ||||||
| 14 | WHEREAS, Lt. Col. Abbott transferred back to the Division | ||||||
| 15 | of Operations on January 16, 2005 and he was promoted to | ||||||
| 16 | Lieutenant on December 16, 2005; as Lieutenant in the Division | ||||||
| 17 | of Operations, he created the Motorcycle Enforcement Bureau in | ||||||
| 18 | June 2006, which began with only 42 motorcycle patrol officers, | ||||||
| 19 | and by the end of its first summer, had issued 17,167 | ||||||
| 20 | citations; and
| ||||||
| 21 | WHEREAS, Lt. Col. Abbott was promoted to Captain on June 1, | ||||||

| 1 | 2008 and then to Region 3 Commander on February 1, 2013; on | ||||||
| 2 | June 16, 2009 he transferred to Region 4; and
| ||||||
| 3 | WHEREAS, Lt. Col. Abbott was promoted to Lieutenant Colonel | ||||||
| 4 | of the Division of Administration on February 1, 2013; he | ||||||
| 5 | played a vital role in the implementation of Illinois's new | ||||||
| 6 | concealed carry law; and
| ||||||
| 7 | WHEREAS, Lt. Col. Abbott served his country in the United | ||||||
| 8 | States Marine Corps from 1981 to 1986, achieving the rank of | ||||||
| 9 | Corporal E-4 as an Aircraft Firefighting and Rescue Specialist; | ||||||
| 10 | he and his wife, Jan, have 4 daughters, Michelle, Emily, | ||||||
| 11 | Courtney, and Melody; therefore, be it
| ||||||
| 12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 13 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 14 | we congratulate Lieutenant Colonel Scott D. Abbott on the | ||||||
| 15 | occasion of his retirement, and wish him the best in all his | ||||||
| 16 | future endeavors; and be it further
| ||||||
| 17 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 18 | presented to Lt. Col. Abbott as an expression of our esteem and | ||||||
| 19 | respect.
