Bill Title: Amends Rule 67. Provides that the House of Representatives may adopt Joint House-Senate Session Rules by resolution, concurrently with the Senate, for the purpose of meeting with the Senate in joint session on ceremonial occasions, to hear the Governor deliver the State of the State message or another address, or to hear a distinguished visitor. Specifies that any resolution proposing Joint House-Senate Session Rules must set forth those rules in their entirety. Requires the resolution to be adopted by the affirmative vote of a majority of those elected. Provides that Joint House-Senate Session Rules are subject to revision or amendment only in accordance with Rule 67. Further provides that, if no Joint House-Senate Session Rules are adopted for the purpose of meeting with the Senate in joint session, then the customs and traditions of Joint House-Senate Sessions shall be adhered to and followed.

| 4 | the Rules of the House of Representatives of the 104th General | ||||||
| 5 | Assembly are amended by changing Rule 67 as follows: | ||||||
| 6 | (House Rule 67) | ||||||
| 7 | 67. Adoption and Amendment to or Suspension of Rules. | ||||||
| 8 | (a) Adoption of Rules. At the commencement of a term, the | ||||||
| 9 | House shall adopt new rules of organization and procedure by | ||||||
| 10 | resolution setting forth those rules in their entirety. The | ||||||
| 11 | resolution must be adopted by the affirmative vote of a | ||||||
| 12 | majority of those elected. These Rules of the House of | ||||||
| 13 | Representatives are subject to revision or amendment only in | ||||||
| 14 | accordance with this Rule. | ||||||
| 15 | (a-5) Adoption of Joint House-Senate Session Rules. The | ||||||
| 16 | House may adopt Joint House-Senate Session Rules by | ||||||
| 17 | resolution, concurrently with the Senate, for the purpose of | ||||||
| 18 | meeting with the Senate in joint session on ceremonial | ||||||
| 19 | occasions, to hear the Governor deliver the State of the State | ||||||
| 20 | message or another address, or to hear a distinguished | ||||||

| 2 | Rules are subject to revision or amendment only in accordance | ||||||
| 3 | with this Rule. If no Joint House-Senate Session Rules are | ||||||
| 4 | adopted for the purpose of meeting with the Senate in joint | ||||||
| 5 | session, then the customs and traditions of Joint House-Senate | ||||||
| 6 | Sessions shall be adhered to and followed. | ||||||
| 7 | (b) Rules may be amended only by resolution. Any | ||||||
| 8 | resolution to amend these Rules shall show the proposed | ||||||
| 9 | changes in the existing rules by underscoring all new matter | ||||||
| 10 | and by crossing out with a line all matter that is to be | ||||||
| 11 | omitted or superseded. | ||||||
| 12 | (c) Any resolution proposing to amend a House Rule or any | ||||||
| 13 | Joint House-Senate Rule, upon initial reading by the Clerk, is | ||||||
| 14 | automatically referred to the Rules Committee. Resolutions to | ||||||
| 15 | amend the House Rules or any Joint House-Senate Rules may be | ||||||
| 16 | initiated and sponsored by the Rules Committee and may be | ||||||
| 17 | amended by the Rules Committee; those resolutions shall not be | ||||||
| 18 | referred to a committee and may be immediately considered and | ||||||
| 19 | adopted by the House. Those resolutions shall be assigned | ||||||
| 20 | standard debate status, subject to Rule 52. | ||||||
| 21 | (d) A resolution to amend the House Rules or any Joint | ||||||
| 22 | House-Senate Rules that has been reported "be adopted" or "be | ||||||
| 23 | adopted as amended" by a majority of those appointed to the | ||||||
| 24 | Rules Committee requires the affirmative vote of a majority of | ||||||
| 25 | those elected for adoption by the House. Any other resolution | ||||||
| 26 | proposing to amend the House Rules or any Joint House-Senate | ||||||

| 1 | Rules requires the affirmative vote of 71 of the members | ||||||
| 2 | elected for adoption by the House. | ||||||
| 3 | (e) No House Rule or any Joint House-Senate Rule may be | ||||||
| 4 | suspended except by unanimous consent of the members present | ||||||
| 5 | or upon a motion supported by the affirmative vote of a | ||||||
| 6 | majority of those elected unless a higher number is required | ||||||
| 7 | in the Rule sought to be suspended. A committee may not suspend | ||||||
| 8 | any Rule. | ||||||
| 9 | (f) This Rule may be suspended only by the affirmative | ||||||
| 10 | vote of 71 members elected. | ||||||
