HOUSE RESOLUTION
WHEREAS, The Members of the Illinois House of
Representatives are pleased to recognize significant
accomplishments and milestones celebrated by citizens of this
State; and
WHEREAS, Jim Hayner, Village Administrator of the Village
of Gurnee, will retire from the Village after 34 years of hard
work and selfless and dedicated service to the Village of
Gurnee; and
WHEREAS, Jim Hayner has worked with the Village of Gurnee
since 1977 and has served in numerous positions within the
Village including Administrative Assistant, Assistant
Administrator, and Director of Building and Zoning; and
WHEREAS, Jim Hayner, during his tenure as Administrator,
oversaw tremendous growth in the Village with commercial
developments such as Gurnee Mills, Tri State Business Park, the
Grand/Hunt Development, and KeyLime Cove Resort, all being
approved and constructed; and
WHEREAS, Jim Hayner, during his tenure as Administrator,
oversaw Village operations being expanded to meet the needs of
the Village, including the financing and construction of

Gurnee's new Village Hall, Fire Station #2, the Public Works
facility, and the Police Station; and
WHEREAS, Jim Hayner was involved with the creation of, and
has served as, chairman of the Central Lake County Joint Action
Water Agency, served as an executive member of the Solid Waste
Agency of Lake County, was Lake County's representative on the
Lake County Municipal League's Board of Directors, and was
chairman of the Lake County Managers Group; and
WHEREAS, Jim Hayner was also involved in the greater Gurnee
community, with organizations such as the Gurnee Breakfast
Exchange Club, the Warren Township High School Foundation
Board, the Warren Township High School Hall of Fame Committee,
and in various coaching capacities; and
WHEREAS, Jim Hayner is a lifelong resident of the Village
of Gurnee and has spent decades improving the lives of those
around him, as well as overseeing the evolution of his hometown
Village of Gurnee; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
we congratulate Jim Hayner on his retirement and wish him well
in his future endeavors; and be it further
