2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to hear of the loss of
| ||||||
4 | 18-month-old, Colton Michael Miller, who passed away on | ||||||
5 | September 21, 2019 from
injuries sustained from an act of | ||||||
6 | domestic violence; and
| ||||||
7 | WHEREAS, Colton, the loving son of Cassandra | ||||||
8 | Tanner-Miller, the precious grandson of
John and Elizabeth | ||||||
9 | Tanner, and the dearest brother of Camryn, is fondly remembered | ||||||
10 | for his
love of monster trucks, football, dinosaurs, dragons, | ||||||
11 | and cars; and
| ||||||
12 | WHEREAS, Organizations such as the National Domestic | ||||||
13 | Violence Hotline and the National
Coalition Against Domestic | ||||||
14 | Violence have worked to educate and counsel families affected | ||||||
15 | by domestic
violence; yet, domestic violence continues to | ||||||
16 | invade households throughout the United States; and

17 | WHEREAS, The Centers for Disease Control and Prevention | ||||||
18 | reports that one in three women and
one in four men will | ||||||
19 | experience some form of intimate partner violence; and
| ||||||
20 | WHEREAS, Over three million children a year witness | ||||||
21 | domestic violence in their homes; and

1 | WHEREAS, 15.5 million U.S. children are estimated to live | ||||||
2 | in families in which partner violence
occurred at least once in | ||||||
3 | the past year; an estimated seven million children live in | ||||||
4 | families in which
severe partner violence occurred; and

5 | WHEREAS, An estimated one-half of abusive relationships in | ||||||
6 | the United States result in injuries
to a woman; and
| ||||||
7 | WHEREAS, In Colton's memory, his mother, Cassandra | ||||||
8 | Tanner-Miller, has repeatedly called for
preventative | ||||||
9 | legislative action pertaining to domestic violence; and
| ||||||
10 | WHEREAS, Preventing domestic violence should be an agreed | ||||||
11 | upon, bipartisan, priority within
Illinois; therefore, be it
| ||||||
12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
13 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
14 | we mourn the passing of 18-month-old Colton Michael
Miller and | ||||||
15 | honor his life with an urgent call to present and pass | ||||||
16 | legislation regarding domestic violence
and the enhancement of | ||||||
17 | the functionality of domestic orders of protection in Illinois; | ||||||
18 | and be it further
