| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate Deputy Chief Christopher | ||||||
| 4 | "Chris" Papaioannou of the Chicago Police Department on the | ||||||
| 5 | occasion of receiving the 2021 Law Enforcement Official of the | ||||||
| 6 | Year Award from the Illinois Security Professionals | ||||||
| 7 | Association; and
| ||||||
| 8 | WHEREAS, Deputy Chief Papaioannou was born in Chicago as a | ||||||
| 9 | first generation American, his parents coming to the United | ||||||
| 10 | States from Greece; he attended Lane Tech High School, | ||||||
| 11 | received his bachelor's degree from the University of Illinois | ||||||
| 12 | at Chicago, earned his master's degree in Public Safety | ||||||
| 13 | Administration from Calumet College of St. Joseph, and | ||||||
| 14 | attended the FBI National Academy under Session 275 in 2019; | ||||||
| 15 | and
| ||||||
| 16 | WHEREAS, Deputy Chief Papaioannou is a lifelong resident | ||||||
| 17 | of Chicago and previously worked as a lifeguard for the | ||||||
| 18 | Chicago Park District at North Avenue Beach; and
| ||||||
| 19 | WHEREAS, Deputy Chief Papaioannou has served the Chicago | ||||||
| 20 | Police Department for 22 years, starting in 1999; he held | ||||||
| 21 | several roles as a policeman and patrolman from 1999 to 2008; | ||||||
| 22 | and

| 1 | WHEREAS, In 2008, Deputy Chief Papaioannou began serving | ||||||
| 2 | as Sergeant of the Police and Tactical Team for the 6th | ||||||
| 3 | District; he served in Special Weapons and Tactics (SWAT) from | ||||||
| 4 | 2010 to 2012; and
| ||||||
| 5 | WHEREAS, From 2012 to 2016, Deputy Chief Papaioannou | ||||||
| 6 | served in various additional roles, including as Sergeant for | ||||||
| 7 | the 7th District, Sergeant Area Central for Project Safe | ||||||
| 8 | Neighborhood, Sergeant of the 18th District Entertainment | ||||||
| 9 | Venue Team, and as Sergeant of the Education and Training | ||||||
| 10 | Division of the Carbine Program; and
| ||||||
| 11 | WHEREAS, Deputy Chief Papaioannou served as Lieutenant of | ||||||
| 12 | Police for the 10th District in 2016; he served as Lieutenant | ||||||
| 13 | of Police for the Bureau of Organizational Development from | ||||||
| 14 | October 2016 to May 2019; and
| ||||||
| 15 | WHEREAS, In May 2019, Deputy Chief Papaioannou began | ||||||
| 16 | serving as Commander of Police for the 19th District on | ||||||
| 17 | Chicago's Northwest Side; and
| ||||||
| 18 | WHEREAS, Deputy Chief Papaioannou was promoted to Deputy | ||||||
| 19 | Chief: Street Deputy in January 2022, where he responds and | ||||||
| 20 | provides command presence to critical unplanned incidents with | ||||||
| 21 | appropriate decision-making responses; and

| 1 | WHEREAS, Deputy Chief Papaioannou has received numerous | ||||||
| 2 | awards for his work in the Chicago Police Department, | ||||||
| 3 | including three Lifesaving Awards, eight Department | ||||||
| 4 | Commendations, and the Arnold Mireles Special Partner Award; | ||||||
| 5 | and
| ||||||
| 6 | WHEREAS, Deputy Chief Papaioannou is a current member of | ||||||
| 7 | the Hellenic American Police Association (HAPA) and was a | ||||||
| 8 | founding member of the Omega Phi Alpha Psi fraternity at the | ||||||
| 9 | University of Illinois at Chicago in 1996; and
| ||||||
| 10 | WHEREAS, Deputy Chief Papaioannou has also served as | ||||||
| 11 | captain of the Chicago Police Department football team; he is | ||||||
| 12 | SCUBA-certified, and he was previously named light-heavyweight | ||||||
| 13 | champion in boxing at Supercop 2006 and novice light-heavy | ||||||
| 14 | champion in bodybuilding at Illinois State 2005; and
| ||||||
| 15 | WHEREAS, Deputy Chief Papaioannou has been married to his | ||||||
| 16 | wife, Camilla, since 2004, and they have three children; and
| ||||||
| 17 | WHEREAS, Deputy Chief Papaioannou has been recognized as a | ||||||
| 18 | dedicated, passionate, open-minded individual committed to | ||||||
| 19 | serving through leading by example; therefore, be it
| ||||||
| 20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||

| 1 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 2 | we congratulate Deputy Chief Christopher Papaioannou on | ||||||
| 3 | receiving the 2021 Law Enforcement Official of the Year Award | ||||||
| 4 | from the Illinois Security Professionals Association and thank | ||||||
| 5 | him for his years of service to the Chicago Police Department; | ||||||
