| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, Health care will change significantly in the | ||||||
| 3 | coming years with the implementation of the Patient Protection | ||||||
| 4 | and Affordable Care Act (PPACA), giving new opportunities for | ||||||
| 5 | health insurance; and
| ||||||
| 6 | WHEREAS, Undocumented immigrants make up a sizeable | ||||||
| 7 | portion of persons who seek out health care in this State; and
| ||||||
| 8 | WHEREAS, The U.S. Department of Health and Human Services | ||||||
| 9 | indicates that undocumented immigrants will not be eligible for | ||||||
| 10 | Medicaid or the Children's Health Insurance Program coverage or | ||||||
| 11 | for exchange subsidies under the PPACA and will not be | ||||||
| 12 | permitted to purchase unsubsidized coverage through the | ||||||
| 13 | Illinois Health Benefits Exchange; and
| ||||||
| 14 | WHEREAS, Undocumented immigrants are not subject to the | ||||||
| 15 | mandate provisions of the PPACA and are excluded from temporary | ||||||
| 16 | high-risk pools; therefore, be it
| ||||||
| 17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 18 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 19 | we urge Congress to amend the Patient Protection and Affordable | ||||||
| 20 | Care Act to include undocumented immigrants in the mandate | ||||||
| 21 | provisions of the Patient Protection and Affordable Care Act; | ||||||

| 1 | and be it further
| ||||||
| 2 | RESOLVED, That compliance with this mandate should be a | ||||||
| 3 | requirement for any pathways to citizenship; and be it further
| ||||||
| 4 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 5 | delivered to each member of the Illinois congressional | ||||||
| 6 | delegation.
