Bill Title: Declares January 2026 as Blood Donor Month in the State of Illinois. Urges all citizens to celebrate the cause of blood donation and to recognize the lifesaving contributions of volunteer blood donors. Urges all eligible blood donors to donate regularly and for businesses and organizations throughout the State of Illinois to sponsor community blood drives with ImpactLife, Rock River Valley Blood Center, Versiti, and Vitalant, among other blood centers, providing the residents of the State the opportunity to save lives.

| 2 | WHEREAS, More than 55 years ago, January was designated as | ||||||
| 3 | National Blood Donor Month as an annual observance to honor | ||||||
| 4 | voluntary blood donors and to encourage more people to donate | ||||||
| 5 | blood at a time when blood supplies are historically low; and | ||||||
| 6 | WHEREAS, Blood donations are the backbone of Illinois' | ||||||
| 7 | health care; every two seconds, someone needs a blood | ||||||
| 8 | transfusion, but blood cannot be manufactured and is only made | ||||||
| 9 | possible by generous donors who roll up their sleeves to help | ||||||
| 10 | save lives; and | ||||||
| 11 | WHEREAS, The Illinois population is aging, and too few new | ||||||
| 12 | donors are volunteering to take the place of those unable to | ||||||
| 13 | donate any longer; only about 3% of the age-eligible | ||||||
| 14 | population donates blood, but patient needs are constant; and | ||||||
| 15 | WHEREAS, Type O blood is often used in trauma situations, | ||||||
| 16 | making it the most needed blood type and most likely to be in | ||||||
| 17 | short supply during a blood emergency; and | ||||||
| 18 | WHEREAS, Patients requiring blood transfusions include | ||||||
| 19 | cancer patients, accident, burn, and trauma victims, newborn | ||||||
| 20 | babies and their mothers, transplant recipients, surgery | ||||||
| 21 | patients, chronically transfused patients suffering from | ||||||

| 1 | sickle cell disease or thalassemia, and many more; therefore, | ||||||

| 3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 4 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 5 | we declare January 2026 as Blood Donor Month in the State of | ||||||
| 6 | Illinois; and be it further | ||||||
| 7 | RESOLVED, That we urge all citizens to celebrate the cause | ||||||
| 8 | of blood donation and to recognize the lifesaving | ||||||
| 9 | contributions of volunteer blood donors; and be it further | ||||||
| 10 | RESOLVED, That we urge all eligible blood donors to donate | ||||||
