HOUSE RESOLUTION
2 WHEREAS, On August 25, 2017, news reports indicated
3President Trump's intention to end DACA, the Deferred Action
4for Childhood Arrivals (DACA) program; and
5 WHEREAS, President Trump repeatedly spoke against DACA
6throughout his presidential campaign, and has appointed to his
7administration several avowed opponents of the program,
8including Attorney General Sessions; and
9 WHEREAS, On June 29, 2017, a 10-state coalition, including
10nine attorney generals and a state governor, threatened the
11Trump Administration with litigation unless DACA is terminated
12by September 5, 2017; and
13 WHEREAS, DACA benefits young people who came to the United
14States before the age of 16, giving them a chance to study or
15to work if they meet certain criteria; this criteria includes
16age, educational, and residential requirements, along with no
17serious criminal convictions; and
18 WHEREAS, Nearly 800,000 immigrants in the United States and
19more than 41,000 in Illinois have received work permits and
20temporary protection from deportation through the DACA program
21since 2012; and

1 WHEREAS, A 2016 report by the Center for American Progress
2shows that more than 60% of DACA recipients achieved financial
3independence, and 61% reported helping their families; in
4addition, DACA recipients reported increased earnings by an
5average of 42%, and 70% of those in school with DACA are
6pursuing a bachelor's degree or higher; and
7 WHEREAS, Ending the DACA program would have life-changing
8and even tragic life-or-death consequences; and
9 WHEREAS, The State of Illinois values and respects the
10inherent worth of every person, regardless of immigration
11status, and welcomes the cultural and economic contributions of
12DACA recipients and their families; therefore, be it
13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
15call on President Donald J. Trump and the U.S. Department of
16Homeland Security to preserve protections under DACA and to
17uphold the values of the United States and the State of
18Illinois and provide protection to vulnerable young people who
19have lived much of their lives in the United States, attended
20school in the United States, and made the United States their
21home; and be it further

1 RESOLVED, That suitable copies of this resolution be
2delivered to the President of the United States, the Majority
3and Minority Leaders of the United States Senate, the Speaker
4and Minority Leader of the United States House of
5Representatives, the Acting Director of the U.S. Department of
6Homeland Security, the Attorney General of the United States,
7and all members of the Illinois Congressional Delegation.
