HOUSE RESOLUTION
WHEREAS, On August 25, 2017, news reports indicated
President Trump's intention to end DACA, the Deferred Action
for Childhood Arrivals (DACA) program; and
WHEREAS, President Trump repeatedly spoke against DACA
throughout his presidential campaign, and has appointed to his
administration several avowed opponents of the program,
including Attorney General Sessions; and
WHEREAS, On June 29, 2017, a 10-state coalition, including
nine attorney generals and a state governor, threatened the
Trump Administration with litigation unless DACA is terminated
by September 5, 2017; and
WHEREAS, DACA benefits young people who came to the United
States before the age of 16, giving them a chance to study or
to work if they meet certain criteria; this criteria includes
age, educational, and residential requirements, along with no
serious criminal convictions; and
WHEREAS, Nearly 800,000 immigrants in the United States and
more than 41,000 in Illinois have received work permits and
temporary protection from deportation through the DACA program
since 2012; and

WHEREAS, A 2016 report by the Center for American Progress
shows that more than 60% of DACA recipients achieved financial
independence, and 61% reported helping their families; in
addition, DACA recipients reported increased earnings by an
average of 42%, and 70% of those in school with DACA are
pursuing a bachelor's degree or higher; and
WHEREAS, Ending the DACA program would have life-changing
and even tragic life-or-death consequences; and
WHEREAS, The State of Illinois values and respects the
inherent worth of every person, regardless of immigration
status, and welcomes the cultural and economic contributions of
DACA recipients and their families; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
call on President Donald J. Trump and the U.S. Department of
Homeland Security to preserve protections under DACA and to
uphold the values of the United States and the State of
Illinois and provide protection to vulnerable young people who
have lived much of their lives in the United States, attended
school in the United States, and made the United States their
home; and be it further

RESOLVED, That suitable copies of this resolution be
delivered to the President of the United States, the Majority
and Minority Leaders of the United States Senate, the Speaker
and Minority Leader of the United States House of
Representatives, the Acting Director of the U.S. Department of
Homeland Security, the Attorney General of the United States,
and all members of the Illinois Congressional Delegation.
