1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, On August 25, 2017, news reports indicated | ||||||
3 | President Trump's intention to end DACA, the Deferred Action | ||||||
4 | for Childhood Arrivals (DACA) program; and
| ||||||
5 | WHEREAS, President Trump repeatedly spoke against DACA | ||||||
6 | throughout his presidential campaign, and has appointed to his | ||||||
7 | administration several avowed opponents of the program, | ||||||
8 | including Attorney General Sessions; and
| ||||||
9 | WHEREAS, On June 29, 2017, a 10-state coalition, including | ||||||
10 | nine attorney generals and a state governor, threatened the | ||||||
11 | Trump Administration with litigation unless DACA is terminated | ||||||
12 | by September 5, 2017; and
| ||||||
13 | WHEREAS, DACA benefits young people who came to the United | ||||||
14 | States before the age of 16, giving them a chance to study or | ||||||
15 | to work if they meet certain criteria; this criteria includes | ||||||
16 | age, educational, and residential requirements, along with no | ||||||
17 | serious criminal convictions; and

18 | WHEREAS, Nearly 800,000 immigrants in the United States and | ||||||
19 | more than 41,000 in Illinois have received work permits and | ||||||
20 | temporary protection from deportation through the DACA program | ||||||
21 | since 2012; and

1 | WHEREAS, A 2016 report by the Center for American Progress | ||||||
2 | shows that more than 60% of DACA recipients achieved financial | ||||||
3 | independence, and 61% reported helping their families; in | ||||||
4 | addition, DACA recipients reported increased earnings by an | ||||||
5 | average of 42%, and 70% of those in school with DACA are | ||||||
6 | pursuing a bachelor's degree or higher; and
| ||||||
7 | WHEREAS, Ending the DACA program would have life-changing | ||||||
8 | and even tragic life-or-death consequences; and
| ||||||
9 | WHEREAS, The State of Illinois values and respects the | ||||||
10 | inherent worth of every person, regardless of immigration | ||||||
11 | status, and welcomes the cultural and economic contributions of | ||||||
12 | DACA recipients and their families; therefore, be it
| ||||||
13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
14 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
15 | call on President Donald J. Trump and the U.S. Department of | ||||||
16 | Homeland Security to preserve protections under DACA and to | ||||||
17 | uphold the values of the United States and the State of | ||||||
18 | Illinois and provide protection to vulnerable young people who | ||||||
19 | have lived much of their lives in the United States, attended | ||||||
20 | school in the United States, and made the United States their | ||||||
21 | home; and be it further

1 | RESOLVED, That suitable copies of this resolution be | ||||||
2 | delivered to the President of the United States, the Majority | ||||||
3 | and Minority Leaders of the United States Senate, the Speaker | ||||||
4 | and Minority Leader of the United States House of | ||||||
5 | Representatives, the Acting Director of the U.S. Department of | ||||||
6 | Homeland Security, the Attorney General of the United States, | ||||||
7 | and all members of the Illinois Congressional Delegation.
