HOUSE RESOLUTION
2 WHEREAS, Brigadier General Richard J. Hayes, Jr. of Chatham
3has been appointed by Governor Bruce Rauner to the
4distinguished position of Adjutant General of the Illinois
5National Guard; and
6 WHEREAS, General Hayes was commissioned in 1987 from the
7Reserve Officer Training Corps program at the University of
8Kansas as a field artillery officer; he has served nearly 25
9years with the Illinois National Guard; and
10 WHEREAS, General Hayes held several previous positions in
11the Illinois National Guard, including battery commander with
12Battery C, 2nd Battalion, 122nd Field Artillery in Chicago;
13commander of 2nd Battalion, 122nd Field Artillery, also in
14Chicago; commander of Task Force 122 in New Orleans, Louisiana,
15during Hurricane Katrina and Rita Relief Operations; assistant
16chief of staff G3 for the 35th Infantry Division; deputy
17commander of Task Force Falcon in Kosovo, Serbia; director of
18operations J3 for Joint Force Headquarters in Springfield; and
19commander of the 129th Regiment (Regional Training Institute)
20also in Springfield; and
21 WHEREAS, General Hayes' professional military education
22includes the Field Artillery Officer Basic and Advanced

1Courses, Command and General Staff College, U.S. Army War
2College, the Joint Task Force Commander Training Course, and
3the Contingency Dual Status Commander Qualification Program;
4he holds a bachelor's degree in geography from the University
5of Kansas, a master's degree in business administration from
6Touro University International, and a master's degree in
7strategic studies from the U.S. Army War College; additionally,
8General Hayes spent 27 years working in engineering and
9construction, including as CEO of a civil construction firm
10based in Addison; and
11 WHEREAS, General Hayes' military awards and decorations
12include the Legion of Merit (1 Oak Leaf Cluster), the
13Meritorious Service Medal (2 Bronze Oak Leaf Clusters), the
14Army Commendation Medal (1 Silver Oak Leaf Cluster and 1 Bronze
15Oak Leaf Cluster), the Army Achievement Medal, the Army Reserve
16Component Achievement Medal (1 Silver Oak Leaf Cluster), the
17National Defense Service Medal (1 Bronze Service Star), the
18Humanitarian Service Medal (1 Bronze Service Star), the Kosovo
19Campaign Medal, the Global War on Terrorism Service Medal, the
20Armed Forces Reserve Medal ("M" device and Silver Hour Glass),
21the Army Service Ribbon, the Overseas Service Ribbon, the Army
22Reserve Components Overseas Training Ribbon, and the
23Non-Article 5 NATO Medal; therefore, be it

1NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
2greatly thank Brigadier General Richard J. Hayes, Jr. for his
3years of skillful service to the State of Illinois,
4congratulate him on his appointment as Adjutant General, and
5wish him tremendous success in his present duty to the State
6and the nation; and be it further
7 RESOLVED, That a suitable copy of this resolution be
8presented to Brigadier General Richard J. Hayes, Jr. as an
