HOUSE RESOLUTION
WHEREAS, Brigadier General Richard J. Hayes, Jr. of Chatham
has been appointed by Governor Bruce Rauner to the
distinguished position of Adjutant General of the Illinois
National Guard; and
WHEREAS, General Hayes was commissioned in 1987 from the
Reserve Officer Training Corps program at the University of
Kansas as a field artillery officer; he has served nearly 25
years with the Illinois National Guard; and
WHEREAS, General Hayes held several previous positions in
the Illinois National Guard, including battery commander with
Battery C, 2nd Battalion, 122nd Field Artillery in Chicago;
commander of 2nd Battalion, 122nd Field Artillery, also in
Chicago; commander of Task Force 122 in New Orleans, Louisiana,
during Hurricane Katrina and Rita Relief Operations; assistant
chief of staff G3 for the 35th Infantry Division; deputy
commander of Task Force Falcon in Kosovo, Serbia; director of
operations J3 for Joint Force Headquarters in Springfield; and
commander of the 129th Regiment (Regional Training Institute)
also in Springfield; and
WHEREAS, General Hayes' professional military education
includes the Field Artillery Officer Basic and Advanced

Courses, Command and General Staff College, U.S. Army War
College, the Joint Task Force Commander Training Course, and
the Contingency Dual Status Commander Qualification Program;
he holds a bachelor's degree in geography from the University
of Kansas, a master's degree in business administration from
Touro University International, and a master's degree in
strategic studies from the U.S. Army War College; additionally,
General Hayes spent 27 years working in engineering and
construction, including as CEO of a civil construction firm
based in Addison; and
WHEREAS, General Hayes' military awards and decorations
include the Legion of Merit (1 Oak Leaf Cluster), the
Meritorious Service Medal (2 Bronze Oak Leaf Clusters), the
Army Commendation Medal (1 Silver Oak Leaf Cluster and 1 Bronze
Oak Leaf Cluster), the Army Achievement Medal, the Army Reserve
Component Achievement Medal (1 Silver Oak Leaf Cluster), the
National Defense Service Medal (1 Bronze Service Star), the
Humanitarian Service Medal (1 Bronze Service Star), the Kosovo
Campaign Medal, the Global War on Terrorism Service Medal, the
Armed Forces Reserve Medal ("M" device and Silver Hour Glass),
the Army Service Ribbon, the Overseas Service Ribbon, the Army
Reserve Components Overseas Training Ribbon, and the
Non-Article 5 NATO Medal; therefore, be it

NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
greatly thank Brigadier General Richard J. Hayes, Jr. for his
years of skillful service to the State of Illinois,
congratulate him on his appointment as Adjutant General, and
wish him tremendous success in his present duty to the State
and the nation; and be it further
RESOLVED, That a suitable copy of this resolution be
presented to Brigadier General Richard J. Hayes, Jr. as an
expression of our esteem and respect.
