HOUSE RESOLUTION
2 WHEREAS, The United States Postal Service (USPS) is
3currently experiencing a major budget shortfall; the USPS is so
4low on available funds that it will not be able to make a $5.5
5billion payment that is due in September of 2011; missing the
6payment will create a situation where the USPS will no longer
7have money to pay its employees and gas up its trucks, forcing
8it to stop delivering the roughly three billion pieces of mail
9it handles every week; and
10 WHEREAS, In response to this budget shortfall, United
11States Postmaster General Patrick R. Donahoe has proposed a
12series of cost-cutting measures to erase the agency's deficit,
13which will reach $9.2 billion this fiscal year; the cuts
14include eliminating Saturday mail delivery, closing up to 3,700
15postal locations, and laying off 120,000 workers, which
16accounts for nearly one-fifth of the agency's work force; and
17 WHEREAS, Congress is currently considering numerous
18emergency proposals to save the USPS, but have been unable to
19come to a consensus on any solution to the budget shortfall;
20the lack of any solution will eventually force the USPS to
21cease delivering mail altogether; and
22 WHEREAS, It is of the utmost importance that the United

1States Postal Service remain open and able to perform the
2vitally importance task of delivering the mail to millions of
3Americans; therefore, be it
4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we urge Congress to ensure adequate funding for the United
7States Postal Service and to take all appropriate steps to keep
8the United States Postal Service open for all Americans to use;
9and be it further
10 RESOLVED, That suitable copies be presented to the Speaker
11and Minority Leader of the United States House of
12Representatives and the Majority and Minority Leaders of the
13United States Senate.
