2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Joanne Zillman on the | ||||||
4 | occasion of her retirement as deputy director and youth | ||||||
5 | services manager of Batavia Public Library; and
| ||||||
6 | WHEREAS, Joanne Zillman has worked for Batavia Public | ||||||
7 | Library for 26 years, starting in 1997; and
| ||||||
8 | WHEREAS, As deputy director of Batavia Public Library, | ||||||
9 | Joanne Zillman has developed community connections and | ||||||
10 | partnerships; she has also represented the library at | ||||||
11 | professional meetings throughout the State; and
| ||||||
12 | WHEREAS, As manager of the Youth Service Department, | ||||||
13 | Joanne Zillman has provided countless hours of lively | ||||||
14 | programming, including summer and winter reading events, | ||||||
15 | animal visits, after-hours sessions, story times, craft | ||||||
16 | projects, STEAM experiences, babysitting classes, and off-site | ||||||
17 | programs; and

18 | WHEREAS, Joanne Zillman has been a champion of Born to | ||||||
19 | Read, an early literacy program in which eligible families | ||||||
20 | with new babies receive a free book bag with information on | ||||||
21 | literacy, as well as board books in English or Spanish; and

1 | WHEREAS, Joanne Zillman previously served as part of the | ||||||
2 | management team that planned and opened the new 54,000 | ||||||
3 | square-foot library building at 10 South Batavia Avenue in | ||||||
4 | January 2002, a location that prominently highlighted Youth | ||||||
5 | Services with hands-on stations, outdoor program areas, and | ||||||
6 | appropriate technology; and
| ||||||
7 | WHEREAS, Joanne Zillman also helped steer Batavia Public | ||||||
8 | Library through the challenges and changes that stemmed from | ||||||
9 | the COVID-19 pandemic; while serving as co-chair of Batavia | ||||||
10 | Counts 2020 amid the U.S. Census, she managed a significant | ||||||
11 | grant to support census efforts, an initiative that was | ||||||
12 | instrumental in Batavia's response rate being 82.9%, compared | ||||||
13 | to the regional response rate of 69.8%; and
| ||||||
14 | WHEREAS, Joanne Zillman has been recognized as a Library | ||||||
15 | Leader, an award bestowed biennially to individuals for | ||||||
16 | sustained, outstanding contributions to Batavia Public | ||||||
17 | Library; she is the award's ninth recipient since it was | ||||||
18 | established in 2003; therefore, be it

19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
20 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
21 | we congratulate Joanne Zillman on the occasion of her | ||||||
22 | retirement from Batavia Public Library, and we thank her for |
