HOUSE RESOLUTION
WHEREAS, The members of the Illinois House of
Representatives wish to congratulate Larry Morrissey for his
years of service as mayor of the City of Rockford, the
third-largest city in Illinois; and
WHEREAS, Mayor Morrissey is the 40th mayor to lead Rockford
since its founding on the banks of the Rock River in northern
Illinois in 1852; he is one of only four mayors in Rockford's
history to serve 10 years or more; and
WHEREAS, Mayor Morrissey became the city's youngest and
only independent mayor when he was first elected in 2005; and
WHEREAS, Mayor Morrissey provided some of the most
decisive, visionary, and innovative leadership during some of
the city's and the nation's most challenging times; and
WHEREAS, Mayor Morrissey continuously aimed to provide
excellence everywhere for everyone within Rockford; and
WHEREAS, Mayor Morrissey introduced the data-driven
management system known as RockStat to Rockford and has made
data-driven, decision-making a hallmark of his administration;
and

WHEREAS, Mayor Morrissey has served as a founding policy
board member of the K-12 public education collective impact
organization known as Alignment Rockford; and
WHEREAS, Mayor Morrissey founded the Rockford Maker
Network in 2013 to support and coordinate the community's
expanding maker education and entrepreneur movement; he was
invited to the first White House Maker Faire in June of 2014
and accepted an International Place Marketing Award in Aix en
Provence, France in October of that same year; and
WHEREAS, Mayor Morrissey began his professional career
practicing law in Chicago before moving back to his hometown of
Rockford in 1997; he continued to practice law until his
election in April of 2005; and
WHEREAS, Mayor Morrissey graduated from the University of
Notre Dame in 1991 with a Bachelor of Arts, magna cum laude; he
earned his Juris Doctor, cum laude in 1995 from the University
of Illinois College of Law; and
WHEREAS, Mayor Morrissey lives on Rockford's west side in
the historic Signal Hill neighborhood with his wife, Stacy, and
his four children, Seanna, Sophia, Dillon, and Alden James;
therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
congratulate and thank Mayor Larry Morrissey for his dedication
to the people of Rockford, and we wish him the best in all his
future endeavors; and be it further
RESOLVED, That a suitable copy of this resolution be
presented to Mayor Morrissey as an expression of our esteem and
respect.
