HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Larry Morrissey for his
4years of service as mayor of the City of Rockford, the
5third-largest city in Illinois; and
6 WHEREAS, Mayor Morrissey is the 40th mayor to lead Rockford
7since its founding on the banks of the Rock River in northern
8Illinois in 1852; he is one of only four mayors in Rockford's
9history to serve 10 years or more; and
10 WHEREAS, Mayor Morrissey became the city's youngest and
11only independent mayor when he was first elected in 2005; and
12 WHEREAS, Mayor Morrissey provided some of the most
13decisive, visionary, and innovative leadership during some of
14the city's and the nation's most challenging times; and
15 WHEREAS, Mayor Morrissey continuously aimed to provide
16excellence everywhere for everyone within Rockford; and
17 WHEREAS, Mayor Morrissey introduced the data-driven
18management system known as RockStat to Rockford and has made
19data-driven, decision-making a hallmark of his administration;

1 WHEREAS, Mayor Morrissey has served as a founding policy
2board member of the K-12 public education collective impact
3organization known as Alignment Rockford; and
4 WHEREAS, Mayor Morrissey founded the Rockford Maker
5Network in 2013 to support and coordinate the community's
6expanding maker education and entrepreneur movement; he was
7invited to the first White House Maker Faire in June of 2014
8and accepted an International Place Marketing Award in Aix en
9Provence, France in October of that same year; and
10 WHEREAS, Mayor Morrissey began his professional career
11practicing law in Chicago before moving back to his hometown of
12Rockford in 1997; he continued to practice law until his
13election in April of 2005; and
14 WHEREAS, Mayor Morrissey graduated from the University of
15Notre Dame in 1991 with a Bachelor of Arts, magna cum laude; he
16earned his Juris Doctor, cum laude in 1995 from the University
17of Illinois College of Law; and
18 WHEREAS, Mayor Morrissey lives on Rockford's west side in
19the historic Signal Hill neighborhood with his wife, Stacy, and
20his four children, Seanna, Sophia, Dillon, and Alden James;
21therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3congratulate and thank Mayor Larry Morrissey for his dedication
4to the people of Rockford, and we wish him the best in all his
5future endeavors; and be it further
6 RESOLVED, That a suitable copy of this resolution be
7presented to Mayor Morrissey as an expression of our esteem and
8respect.
