Bill Title: Commends Quincy Scott, D.O. for receiving the 2023 Rural Physician Lifetime of Service Award from the Illinois Rural Health Association. Commends Dr. Scott for his compassion and dedication to his patients and for filling such a tremendous void in rural medicine in southern Illinois for over 30 years.

HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to commend Quincy Scott, D.O. for
4receiving the 2023 Rural Physician Lifetime of Service Award
5from the Illinois Rural Health Association; and
6 WHEREAS, One of the biggest healthcare challenges across
7our nation is the shortage of physicians who practice in rural
8settings; and
9 WHEREAS, Dr. Scott graduated from the Chicago College of
10Osteopathic Medicine in 1990; and
11 WHEREAS, Dr. Scott served as chief resident in Family
12Practice at Southern Illinois University (SIU) School of
13Medicine in Carbondale and completed his residency in 1993;
14and
15 WHEREAS, Dr. Scott began his career in medicine in private
16practice, serving the rural community of Hillsboro in 1993;
17and
18 WHEREAS, Dr. Scott expanded his service by becoming the
19medical director for the Gateway Adolescent Substance
20Rehabilitation Center in 1994; and

1 WHEREAS, That same year, Dr. Scott started working with
2SIU School of Medicine's Department of Family and Community
3Medicine; over the course of nearly 30 years, he has served
4patients in clinics in Johnston City, West Frankfort, and
5Carbondale; and
6 WHEREAS, Through his role as a faculty member for SIU
7School of Medicine and as program director in its partnership
8with the Kirksville College of Osteopathic Medicine, Dr. Scott
9has trained nearly 200 physicians which has aided in the
10recruitment of osteopathic physicians to rural areas in
11Illinois; and
12 WHEREAS, Dr. Scott has been a huge advocate for the
13physician assistant (PA) profession in Illinois; he was one of
14the founders of SIU School of Medicine's PA Program, later
15serving as the program's director, and he was instrumental in
16passing several laws to enhance the PA Practice Act in
17Illinois and eliminate barriers to care in rural settings; and
18 WHEREAS, When not providing patient care or training
19medical students, Dr. Scott can be found cheering on his
20beloved Chicago Cubs or setting sail on a cruise ship;
21therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3we commend Quincy Scott, D.O. for receiving the 2023 Rural
4Physician Lifetime of Service Award from the Illinois Rural
5Health Association; and be it further
6 RESOLVED, That we commend Dr. Scott for his compassion and
7dedication to his patients and for filling such a tremendous
