HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Noel McNally on the
4occasion of his retirement as principal of Jackie Vaughn
5Occupational High School; and
6 WHEREAS, Noel McNally has served as principal of Jackie
7Vaughn Occupational High School from August 1, 2015 until his
8retirement in July of 2021 and has been working in the Chicago
9Public School system for over 20 years; he served as principal
10at Byrne Elementary School from 2013 to 2015 and as assistant
11principal at Grimes Elementary School from 2012 to 2013; he
12taught special education at Grimes Elementary School from 2005
13to 2012; prior to that he worked at Mt. Vernon Elementary
14School as dean of students and a teacher; in 2001, he joined
15Chicago Alternative Learning Academy-North as director; and
16 WHEREAS, Noel McNally's early career was spent working at
17Taft High School, Agassiz Elementary School, Diamond
18Development, Summerset House, and the Association House of
19Chicago; and
20 WHEREAS, Noel McNally was instrumental in pushing for
21legislation that allows all high school students with
22intellectual disabilities to gain access to junior college by

1offering school district support for dual-enrollment; and
2 WHEREAS, Noel McNally's legacy will endure long after he
3leaves Vaughn; he promoted a change in mindset to encompass a
4"we can do it" attitude; he encouraged all adults to put an
5emphasis on speaking and listening skills so students could
6engage, to the fullest extent possible, in learning, work, and
7life; he worked with local elected officials to develop
8relationships with businesses in the community to introduce
9them to the talents of the students at Vaughn, demonstrating
10how these students could be an asset; and
11 WHEREAS, Noel McNally's education includes a Certificate
12of Advanced Study in Administration from National Louis
13University, a Master of Science in Special Education from
14Northeastern Illinois University, and a Bachelor of Science in
15Elementary Education from DePaul University; and
16 WHEREAS, Noel McNally is an avid fan of the Chicago Bears
17and also supports the Cubs, the Blackhawks, and the Bulls; he
18enjoys spending time with his wife, Michele, and twins,
19Michael and Megan, boating near their home on the Chicago
20River; he enjoys listening to live music, cooking, and taking
21walks with the youngest family member, Cherry the Dog; he
22cheers on Michael at all of his football and baseball games and
23helps Megan compose and record songs; he plays the harmonica,

1prefers wearing hats and shorts, and always looks forward to
2going on family vacations where he can spend time in nature; he
3prioritizes dining out and trying all types of ethnic cuisine;
4he frequently goes on Dunkin' Donuts coffee runs but also sips
5Starbucks "Flat White"; therefore, be it
6 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we congratulate Noel McNally on his retirement as principal of
9Jackie Vaughn Occupational High School, and we wish him the
10best in all his future endeavors; and be it further
11 RESOLVED, That a suitable copy of this resolution be
12presented to Noel McNally as a symbol of our respect and
13esteem.
