Bill Title: Directs the Auditor General to conduct a performance audit of the Child Care Assistance Program to ensure that child care providers being funded by the State of Illinois are properly managing the State funding provided to them and that only eligible families receive assistance of the program.

| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The State of Illinois Child Care Assistance | ||||||
| 3 | Program provides low-income, working families with access to | ||||||
| 4 | quality, affordable child care that allows them to continue | ||||||
| 5 | working; and
| ||||||
| 6 | WHEREAS, Quality child care contributes to the health and | ||||||
| 7 | emotional and social development of a child; and
| ||||||
| 8 | WHEREAS, Families receiving Temporary Assistance for Needy | ||||||
| 9 | Families assistance and participate in education and training, | ||||||
| 10 | teen parents that seek a high school degree, and families who | ||||||
| 11 | do not receive Temporary Assistance for Needy Families | ||||||
| 12 | assistance but pursue higher education are eligible for | ||||||
| 13 | assistance under the program; and
| ||||||
| 14 | WHEREAS, Families in the program are required to cost-share | ||||||
| 15 | on a sliding scale, based on factors such as family size, | ||||||
| 16 | income, and number of children in care; and
| ||||||
| 17 | WHEREAS, Children in the program must be cared for by a | ||||||
| 18 | qualified child care provider, such as, but not limited to, a | ||||||
| 19 | licensed day care facility, a licensed day care home, or a | ||||||
| 20 | licensed group day care home; and

| 1 | WHEREAS, There are approximately 173,000 children that are | ||||||
| 2 | cared for and approximately 38,000 child care providers in the | ||||||
| 3 | State of Illinois that receive funding to provide child care | ||||||
| 4 | under the program; therefore, be it

| 5 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 6 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 7 | direct the Auditor General to conduct a performance audit of | ||||||
| 8 | the Child Care Assistance Program to ensure that child care | ||||||
| 9 | providers being funded by the State of Illinois are properly | ||||||
| 10 | managing the State funding provided to them and that only | ||||||
| 11 | eligible families receive assistance of the program; and be it | ||||||
| 12 | further

| 13 | RESOLVED, That suitable copies of this resolution be | ||||||
| 14 | delivered to the Secretary of Human Services and the Auditor | ||||||
| 15 | General.
