2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate John M. Zeunik on | ||||||
4 | the occasion of his retirement as County Administrator of | ||||||
5 | McLean County on May 22, 2009 after rendering outstanding | ||||||
6 | service to the citizens of McLean County since May 23, 1988; | ||||||
7 | and
| ||||||
8 | WHEREAS, Mr. Zeunik received his Bachelor of Science degree | ||||||
9 | in Political Science from Loyola University of Chicago in 1971 | ||||||
10 | and his Master of Arts degree in Public Administration and | ||||||
11 | Urban Studies from Loyola University of Chicago in 1978; he | ||||||
12 | graduated from the Program for Senior Executives in State and | ||||||
13 | Local Government at Harvard University in 2000; and
| ||||||
14 | WHEREAS, Mr. Zeunik began his professional career as a | ||||||
15 | Social Studies Teacher at St. Ignatius College Prep High School | ||||||
16 | in Chicago in 1973; he also served as Chairman of the Social | ||||||
17 | Studies Department at St. Ignatius College Prep High School | ||||||
18 | from 1973 to 1977; and
| ||||||
19 | WHEREAS, Mr. Zeunik began his distinguished career in | ||||||
20 | public service as an Assistant to the Chief Administrative | ||||||
21 | Officer for the Cook County Bureau of Administration in 1977; | ||||||
22 | as an Assistant, he provided valuable assistance to the Chief |

1 | Administrative Officer, directed the Economic Development | ||||||
2 | Program, and administered the Single Family Mortgage Revenue | ||||||
3 | Bond Program until 1984; and
| ||||||
4 | WHEREAS, Mr. Zeunik advanced in his public service career | ||||||
5 | to become an Associate Administrator for Operations at Cook | ||||||
6 | County Hospital in Chicago, serving as a member of the | ||||||
7 | hospital's Senior Management Team responsible for planning, | ||||||
8 | developing, and implementing hospital-wide programs and | ||||||
9 | policies, as well as exercising direct line management | ||||||
10 | responsibility for thirteen support service departments from | ||||||
11 | 1984 to 1986; and
| ||||||
12 | WHEREAS, Mr. Zeunik further enhanced his background by | ||||||
13 | serving as Vice President of the Midwest Region Public Finance | ||||||
14 | Office of E.F. Hutton & Company, Inc. in Chicago, where he | ||||||
15 | provided public finance investment banking services to State | ||||||
16 | authorities and agencies, local municipal clients, | ||||||
17 | not-for-profit corporations, hospitals, and for-profit | ||||||
18 | corporations in a ten-state region from 1986 to 1988; and
| ||||||
19 | WHEREAS, Mr. Zeunik has served as McLean County | ||||||
20 | Administrator since May of 1988, having led the financing and | ||||||
21 | construction of a $20 million addition to the Law & Justice | ||||||
22 | Center, a nationally recognized $4 million Juvenile Detention | ||||||
23 | Center, a $3.5 million acquisition and renovation of the |

| |||||||
1 | Government Center, and a $9.5 million renovation of the Law & | ||||||
2 | Justice Center; and
| ||||||
3 | WHEREAS, Mr. Zeunik has developed and managed the McLean | ||||||
4 | County Budget as it has grown to over $77 million per year; and
| ||||||
5 | WHEREAS, Mr. Zeunik has served as a Visiting Guest Lecturer | ||||||
6 | at Illinois State University and Illinois Wesleyan University, | ||||||
7 | an Instructor for the University of Illinois Cooperative | ||||||
8 | Extension, and a Lecturer at Eureka College; and
| ||||||
9 | WHEREAS, Mr. Zeunik has served his community in many | ||||||
10 | capacities; he has served as Chairman of the Metro McLean | ||||||
11 | County Centralized Communications Center Governing Board; he | ||||||
12 | is a member of the National Association of Counties | ||||||
13 | Environment, Energy, and Land Use Steering Committee and the | ||||||
14 | Illinois City-County Managers Association; he has served as | ||||||
15 | President of the Illinois Association of County | ||||||
16 | Administrators; he is a member of the United Way of McLean | ||||||
17 | County's Board of Directors; he is also Chairman and a member | ||||||
18 | of the Board of Directors of the McLean County American Red | ||||||
19 | Cross of the Heartland; and
| ||||||
20 | WHEREAS, Mr. Zeunik has served his community and his | ||||||
21 | profession with intelligence, dedication, and the highest | ||||||
22 | integrity; therefore, be it

1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
2 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
3 | congratulate John M. Zeunik on the occasion of his retirement | ||||||
4 | and wish him many happy and healthy retirement years; and be it | ||||||
5 | further

6 | RESOLVED, That a suitable copy of this resolution be | ||||||
7 | presented to John Zeunik as a symbol of our esteem and respect.
