AMENDMENT TO HOUSE RESOLUTION 254
2 AMENDMENT NO. ___. Amend House Resolution 254 by replacing
3everything after the heading of the resolution with the
4following:
5 "WHEREAS, Section 27-12 of the School Code states that
6"every public school teacher shall teach character education,
7which includes the teaching of respect, responsibility,
8fairness, caring, trustworthiness, and citizenship, in order
9to raise pupils' honesty, kindness, justice, discipline,
10respect for others, and moral courage for the purpose of
11lessening crime and raising the standard of good character";
12and
13 WHEREAS, School is not the only opportunity for lessons of
14character development to occur; it is often difficult for
15school districts and community organizations to identify and
16find resources and programs that meet the statutory educational

1requirements, and educational opportunities often arise only
2in a haphazard way throughout the period of a season or school
3year; and
4 WHEREAS, Examples of a need for programs that can meet the
5needs of a changing society are present from institutions of
6higher education, newspapers, and the media that decry the lack
7of character development and moral and ethical education and
8the seeming lack of moral judgment in making business,
9political, and even personal decisions; and
10 WHEREAS, There are Illinois programs that can have great
11positive impact on the character development of the children of
12this State and that satisfy Section 27-12 of the School Code;
13therefore, be it
14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16we recognize that there are Illinois programs that are
17qualified to teach character development and that are fully in
18compliance with Section 27-12 of the School Code.".
