HOUSE RESOLUTION 163
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4 there is created a task force to study local government
5 development standards and processes and their effect on
6 watershed, wetlands, and floodplains. The task force shall
7 consist of the following members: 4 members of the House of
8 Representatives appointed by the Speaker of the House, one of
9 whom shall be appointed to serve as co-chairperson; 4 members
10 of the House of Representatives appointed by the Minority
11 Leader of the House, one of whom shall be appointed to serve as
12 co-chairperson; and at least one representative appointed by
13 the majority of the members of the task force from each of the
14 following: a statewide organization representing municipal
15 interests, a land conservation entity, and a property
16 development entity; and be it further
17 RESOLVED, That the goal of the task force is to secure
18 improved management practices in local government development
19 standards, with a focus on all of the following:
20 (1) Local government development practices and the
21 short-term and long-term impact on lands affected and
22 subsequent property owners.
23 (2) Topics of mass grading, compensatory storage,
24 drainage, runoff, bank stabilization, diversion of flood

1 waters, enormous impacts on pervious surfaces,
2 deforestation, and elimination of prairie and wetlands.
3 (3) Local government zoning authority practices and
4 their interaction with private developers; and be it
5 further
6 RESOLVED, That the Department of Natural Resources shall
7 provide administrative support for the task force; and be it
8 further
9 RESOLVED, That the task force shall report its findings and
10 recommendations to the General Assembly on or before January 1,
11 2010.
