HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to recognize the history of the Bivens
4family and the law enforcement community; and
5 WHEREAS, Jack Bivens served with the Illinois State Police
6(ISP) for 26 years from 1955 to 1981, and 12 years with the
7Sparta Police Department; Jim C. Bivens served with the ISP for
830 years from 1957 to 1987; Bill Bivens served with the ISP for
920 years from 1958 to 1978; Jim W. Bivens served with the ISP
10for 25 years from 1984 to 2009; Linda Bivens served with the
11ISP for 27 years from 1982 to 2009; David Bivens served with
12the ISP for 20 years from 1996 to 2016, and eight years with
13the Swansea Police Department; Don McKinny served with the ISP
14for 28 years from 1976 to 2004; in total, the Bivens family has
15176 years of experience with the ISP; and
16 WHEREAS, Jeff Bivens served with the Springfield Police
17Department for 27 years, and with the Clinton Police Department
18for three years; Eric McKinney served for 19 years with the
19Stillwater, Oklahoma Police Department; Scott Stallman served
20for 16 years with the Carlsbad, California Police Department;
21Justin Box served for two years with the Maui County, Hawaii
22Police Department; Charles Newton served for 26 years with the
23Owensboro, Kentucky Police Department, and for three years with

1the Daviees County Police Department, also in Kentucky; the
2Bivens family has 125 years of experience with various police
3departments other than the ISP; and
4 WHEREAS, When combined, the Bivens family has an amazing
5total of 301 years of law enforcement experience; and
6 WHEREAS, When Dave Bivens retired from the ISP in the fall
7of 2016, it marked the first time in 61 years that a member of
8his extended family has not been a part of the ISP; therefore,
9be it
10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12recognize the extensive history of the extended Bivens family
13with the law enforcement community and we thank them for their
14commitment to public safety; and be it further
15 RESOLVED, That suitable copies of this resolution be
16presented to members of the Bivens family who have served in
17law enforcement.
