HOUSE JOINT RESOLUTION
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
4SENATE CONCURRING HEREIN, that the Local Government and School
5District Consolidation Task Force is created for the purpose of
6recommending the best procedure and governmental structure for
7consolidating units of local government, school districts, and
8library districts; and be it further
9 RESOLVED, That the Task Force shall be composed of 11
10members as follows:
11 (1) one member each appointed by the President of the
12 Senate and the Senate Minority Leader;
13 (2) one member each appointed by the Speaker of the
14 House and the House Minority Leader;
15 (3) the State Superintendent of Education, as an ex
16 officio member of the Task Force;
17 (4) the Secretary of State, as an ex officio member of
18 the Task Force; and
19 (5) 5 members appointed by the Governor as follows:
20 (A) one member selected from recommendations
21 provided by an association representing labor;
22 (B) one member selected from recommendations
23 provided by an association representing
24 municipalities;

1 (C) one member selected from recommendations
2 provided by an association representing fire
3 protection districts;
4 (D) one member selected from recommendations
5 provided by an association representing park
6 districts; and
7 (E) one member selected from recommendations
8 provided by an association representing teachers; and
9 be it further
10 RESOLVED, That the Secretary of State shall serve as the
11chairperson of the Task Force; and be it further
12 RESOLVED, That a member of the Task Force is not entitled
13to compensation, but may be reimbursed for actual and necessary
14expenses incurred in the performance of their official duties
15as members of the Task Force; and be it further
16 RESOLVED, That the Task Force shall meet at least monthly
17at the times and places that the chair designates; and be it
18further
19 RESOLVED, That a majority of the members of the Task Force
20constitute a quorum for transacting Task Force business; and be
21it further

1 RESOLVED, That the Task Force must study the costs and
2benefits of consolidating units of local government, school
3districts, and library districts; and be it further
4 RESOLVED, That the Task Force shall prepare and issue a
5report to the Governor and the General Assembly by January 1,
62012, recommending the best procedure and governmental
7structure for consolidating units of local government, school
8districts, and library districts; and be it further
9 RESOLVED, That the report must include recommendations for
10legislation to implement the consolidation of units of local
11government, school districts, and library districts; and be it
12further
13 RESOLVED, That the Department of Commerce and Economic
14Opportunity shall provide administrative and other support to
15the Task Force.
