HOUSE RESOLUTION
2 WHEREAS, Recycling reduces the need for landfilling and
3incineration and prevents pollution caused by the
4manufacturing of products from virgin materials; and
5 WHEREAS, Recycling one ton of paper saves 17 mature trees,
67,000 gallons of water, 3 cubic yards of landfill space, 2
7barrels of oil, and 4,1000 kilowatt-hours of electricity; and
8 WHEREAS, An aluminum can takes over 100 years to decompose,
9but a recycled can may be reused in 60 days; and
10 WHEREAS, A group of middle school students in Addison
11formed the Recycle Because You Care Team to research various
12approaches to encouraging their community to recycle; the
13experiment proved that recycling rates increased in households
14that were educated about recycling techniques; during the
15experiment, the number of recyclers increased by 86% in
16neighborhoods where the homeowners were informed about how to
17recycle and were given recycling bins; and
18 WHEREAS, Following the approval of a State grant, an
19Addison waste hauler provided more than 7,000 new recycling
20bins to their community; as a result, the recycling volume
21increased by 85 tons; and

1 WHEREAS, The impact of educational tools in Addison proves
2that recycling rates in the State can be increased by better
3informing citizens and businesses of recycling programs and
4possibilities; therefore, be it
5 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7the Illinois Department of Commerce and Economic Opportunity
8shall develop a Workplace Recycling Toolkit containing
9downloadable information and resources for implementing or
10expanding business or institutional recycling programs; and be
11it further
12 RESOLVED, That the Workplace Recycling Toolkit shall
13include information to show companies and institutions how to:
14 (1) identify available recycling and waste reduction
15 options;
16 (2) identify and overcome barriers to implementing
17 recycling programs and implementing suggested solutions;
18 (3) differentiate geographic circumstances that may
19 affect the ability to collect or market recyclable
20 materials;
21 (4) identify additional available education and
22 program resources; and
23 (5) implement a comprehensive and effective waste

1 reduction and recycling program; and be it further
2 RESOLVED, That, once completed, there shall be a
3promotional campaign to make the public aware of the Toolkit
4and the useful information it contains; and be it further
5 RESOLVED, That the Illinois Department of Commerce and
6Economic Opportunity shall complete this task on or before
7March 1, 2012.
