| ||||||
2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Illinois State Police | ||||||
4 | Director Leo P. Schmitz on the occasion of his retirement; and
| ||||||
5 | WHEREAS, Director Schmitz has a law enforcement career | ||||||
6 | spanning nearly 30 years, dating back to
1986 when he joined | ||||||
7 | Chicago Police Department (CPD) as a police officer; he was | ||||||
8 | later promoted to the Joint Robbery Task Force, where he and | ||||||
9 | his partners made over 500 robbery arrests; after
being shot | ||||||
10 | twice in 1996 in pursuit of a robbery suspect, whom he also
| ||||||
11 | apprehended, he was presented with the Illinois Law Enforcement
| ||||||
12 | Medal of Honor by then-Gov. James Edgar, the Chicago | ||||||
13 | Superintendent's
Award of Valor, and the Blue Star Award by the | ||||||
14 | Chicago Police Department; and
| ||||||
15 | WHEREAS, Director Schmitz rose through the ranks of the CPD | ||||||
16 | and received
numerous awards for his service; in 2009, he was | ||||||
17 | selected to lead CPD's
Gang Enforcement Unit; his
unit was | ||||||
18 | recognized for its success with a Meritorious Citation; in | ||||||
19 | 2012, he was assigned to lead Chicago's Englewood District, | ||||||
20 | which saw a 44% drop in homicide and a 14% reduction in | ||||||
21 | shootings in his first year; that same year, he was promoted to | ||||||
22 | deputy chief,
a role in which he served until his CPD | ||||||
23 | retirement in January 2015; and

1 | WHEREAS, Director Schmitz was appointed Director of the | ||||||
2 | Illinois State Police in February 2015; during his tenure, the | ||||||
3 | Illinois
State Police completed Procedural Justice and Police | ||||||
4 | Legitimacy training,
saw a reduction in the number of fatal | ||||||
5 | crashes and fatalities, a reduction
in the number of expressway | ||||||
6 | shootings, an updated State Police Crime
Lab's Laboratory | ||||||
7 | Information Management System (LIMS), NARCAN Training and
| ||||||
8 | Distribution, and a successful Statewide 9-1-1 Implementation | ||||||
9 | Measures;
troopers saw upgraded uniform holsters and | ||||||
10 | tourniquets; therefore, be it
| ||||||
11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
12 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
13 | we congratulate Illinois State Police Director Leo P. Schmitz | ||||||
14 | on his retirement, and we wish him the best in all his future | ||||||
15 | endeavors; and be it further

16 | RESOLVED, That a suitable copy of this resolution be | ||||||
17 | presented to Director Schmitz as a symbol of our respect and | ||||||
18 | esteem.
