1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, The Federal Unemployment Tax Act (FUTA) was | ||||||
3 | enacted over 60 years ago to guarantee financing for a national | ||||||
4 | employment security system, to be operated on the basis of a | ||||||
5 | partnership between the federal government and the separate | ||||||
6 | states; and

7 | WHEREAS, A "temporary surtax" of 0.2%, enacted under FUTA | ||||||
8 | in 1976, is still being collected today; and
| ||||||
9 | WHEREAS, Over the past several years, FUTA unemployment | ||||||
10 | taxes have burdened job creation and employment, and the | ||||||
11 | ability of states to fund essential unemployment insurance and | ||||||
12 | employment services has suffered; and
| ||||||
13 | WHEREAS, States should be better equipped to provide local | ||||||
14 | services to their unemployed citizens; therefore, be it
| ||||||
15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
16 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
17 | urge the United States Congress and President to enact | ||||||
18 | employment security financing reform that includes repealing | ||||||
19 | the FUTA surtax, increasing state flexibility, and eliminating | ||||||
20 | inefficiencies in FUTA tax collection while maintaining the | ||||||
21 | trust funds on the unified budget; and be it further

2 | the President of the United States, the President pro tempore | ||||||
3 | of the United States Senate, the Speaker of the United States | ||||||
4 | House of Representatives, and all members of the Illinois | ||||||
5 | congressional delegation.
