HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Randall D. McKinley on the
4occasion of his retirement as Police Chief of the Bloomington
5Police Department; and
6 WHEREAS, Randall McKinley graduated from the University of
7Illinois Police Training Institute in 1984 and the Northwestern
8University School of Police Staff and Command in 1998; he
9subsequently graduated from the University of Virginia's FBI
10National Academy course in 2005 and earned his bachelor's
11degree in business management from the University of Saint
12Francis in 2010; and
13 WHEREAS, Randall McKinley began his career with the
14Bloomington Police Department in May of 1984 as a patrol
15officer; in January of 1985, he became a field training
16officer, where he worked until May of 1987, when he joined the
17Detective Criminal Investigations Division; in September of
181989, he became a certified crime scene analyst with the
19Criminal Investigations Division; in June of 1994, he joined
20the Patrol Division and was promoted to the rank of sergeant;
21in January of 1996, he moved to the department's
22Pro-Active/Gang Suppression Unit; in January of 1998, he
23re-joined the Criminal Investigations Division and began

1serving as a law liaison for the department, where he remained
2until July of 2003, when he was promoted to the rank of
3lieutenant and joined the department's Office of Professional
4Standards; in May of 2007, he was promoted to the rank of
5Assistant Police Chief of Operations; in July of 2008, he
6became the Assistant Police Chief of Administration; in
7December of 2008, he was selected to serve as the department's
8Chief of Police, where he served faithfully until his
9retirement; and
10 WHEREAS, Randall McKinley is a member of the Law
11Enforcement Executive Development Associates, the
12International Association of Chiefs of Police, the FBI National
13Academy Associates, the International Association of Law
14Enforcement Planners, the International Association of
15Identification, the Illinois Association of Crisis
16Negotiators, and St. John's Lutheran Church; he also
17implemented and commanded the Bloomington Police Department's
18Crisis Response Negotiators and Office of Professional
19Standards; and
20 WHEREAS, Randall D. McKinley serves as a model of hard
21work, integrity, and dedication for the people of the State of
22Illinois; therefore, be it
23 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2we congratulate Randall D. McKinley on the occasion of his
3retirement and wish him continued success and happiness in the

5 RESOLVED, That a suitable copy of this resolution be
6presented to Randall McKinley as a symbol of our esteem and
7respect.
