2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Randall D. McKinley on the | ||||||
4 | occasion of his retirement as Police Chief of the Bloomington | ||||||
5 | Police Department; and
| ||||||
6 | WHEREAS, Randall McKinley graduated from the University of | ||||||
7 | Illinois Police Training Institute in 1984 and the Northwestern | ||||||
8 | University School of Police Staff and Command in 1998; he | ||||||
9 | subsequently graduated from the University of Virginia's FBI | ||||||
10 | National Academy course in 2005 and earned his bachelor's | ||||||
11 | degree in business management from the University of Saint | ||||||
12 | Francis in 2010; and
| ||||||
13 | WHEREAS, Randall McKinley began his career with the | ||||||
14 | Bloomington Police Department in May of 1984 as a patrol | ||||||
15 | officer; in January of 1985, he became a field training | ||||||
16 | officer, where he worked until May of 1987, when he joined the | ||||||
17 | Detective Criminal Investigations Division; in September of | ||||||
18 | 1989, he became a certified crime scene analyst with the | ||||||
19 | Criminal Investigations Division; in June of 1994, he joined | ||||||
20 | the Patrol Division and was promoted to the rank of sergeant; | ||||||
21 | in January of 1996, he moved to the department's | ||||||
22 | Pro-Active/Gang Suppression Unit; in January of 1998, he | ||||||
23 | re-joined the Criminal Investigations Division and began |

1 | serving as a law liaison for the department, where he remained | ||||||
2 | until July of 2003, when he was promoted to the rank of | ||||||
3 | lieutenant and joined the department's Office of Professional | ||||||
4 | Standards; in May of 2007, he was promoted to the rank of | ||||||
5 | Assistant Police Chief of Operations; in July of 2008, he | ||||||
6 | became the Assistant Police Chief of Administration; in | ||||||
7 | December of 2008, he was selected to serve as the department's | ||||||
8 | Chief of Police, where he served faithfully until his | ||||||
9 | retirement; and

10 | WHEREAS, Randall McKinley is a member of the Law | ||||||
11 | Enforcement Executive Development Associates, the | ||||||
12 | International Association of Chiefs of Police, the FBI National | ||||||
13 | Academy Associates, the International Association of Law | ||||||
14 | Enforcement Planners, the International Association of | ||||||
15 | Identification, the Illinois Association of Crisis | ||||||
16 | Negotiators, and St. John's Lutheran Church; he also | ||||||
17 | implemented and commanded the Bloomington Police Department's | ||||||
18 | Crisis Response Negotiators and Office of Professional | ||||||
19 | Standards; and

20 | WHEREAS, Randall D. McKinley serves as a model of hard | ||||||
21 | work, integrity, and dedication for the people of the State of | ||||||
22 | Illinois; therefore, be it

23 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

1 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
2 | we congratulate Randall D. McKinley on the occasion of his | ||||||
3 | retirement and wish him continued success and happiness in the | ||||||
4 | future; and be it further
