1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to lessen the illegal acquisition of | ||||||
4 | firearms in the State; and
| ||||||
5 | WHEREAS, Many criminals obtain firearms illegally through | ||||||
6 | theft from freight rail cars; and
| ||||||
7 | WHEREAS, We wish to decrease the amount of firearms | ||||||
8 | illegally acquired through freight theft; and
| ||||||
9 | WHEREAS, Illinois is statistically in the top ten states | ||||||
10 | for freight theft nationwide; and
| ||||||
11 | WHEREAS, There were 2,987 shooting victims in the City of | ||||||
12 | Chicago in 2015; someone in Chicago was shot at a rate of one | ||||||
13 | every 2.93 hours in 2015 and as of December 1, 2016 there have | ||||||
14 | been 4,089 shooting victims in 2016 resulting in a shooting on | ||||||
15 | average every 1.97 hours; and

16 | WHEREAS, Nearly 200,000 guns are reported stolen, lost, or | ||||||
17 | missing in the United States every year; and
| ||||||
18 | WHEREAS, Freight logistics security organizations recorded | ||||||
19 | 754 cargo thefts throughout the United States in 2015; and

1 | WHEREAS, The safety and security of our communities should | ||||||
2 | be at the forefront of legislative measures; therefore, be it
| ||||||
3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
4 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
5 | urge Congress to strengthen national freight laws for cars | ||||||
6 | carrying firearms across state lines; and be it further
| ||||||
7 | RESOLVED, That suitable copies of this resolution be | ||||||
8 | delivered to the United States Bureau of Alcohol, Tobacco, | ||||||
9 | Firearms, and Explosives and the members of the Illinois | ||||||
10 | congressional delegation.
