Bill Title: Directs the Illinois State Toll Highway Authority to commence a procurement process for projects to provide additional highway capacity along Interstate 55 between Interstate 355 and Interstate 90/Interstate 94 in DuPage, Cook, and Will Counties and toll the additional capacity. Additionally directs the Illinois State Toll Highway Authority to begin a procurement process for projects to provide additional highway capacity along Interstate 80 between Interstate 55 and the Illinois-Indiana border in Cook and Will Counties and toll the additional capacity.

| 1 | HOUSE JOINT RESOLUTION
| ||||||
| 2 | WHEREAS, Section 14.1 of the Toll Highway Act provides that | ||||||
| 3 | prior to the issuance of bonds for or the commencement of | ||||||
| 4 | construction of any new toll highway, that particular toll | ||||||
| 5 | highway shall be authorized by joint resolution of the General | ||||||
| 6 | Assembly; and
| ||||||
| 7 | WHEREAS, Additional highway capacity along Interstate 55 | ||||||
| 8 | and Interstate 80 in DuPage, Cook, and Will Counties, including | ||||||
| 9 | tolls on the additional capacity, would improve public safety, | ||||||
| 10 | decrease congestion, provide another transportation option, | ||||||
| 11 | and promote greater economic development; and
| ||||||
| 12 | WHEREAS, The project is contingent on compliance with | ||||||
| 13 | applicable environmental regulations and the Federal Highway | ||||||
| 14 | Administration requirements; therefore, be it
| ||||||
| 15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 16 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
| 17 | SENATE CONCURRING HEREIN, that the Illinois State Toll Highway | ||||||
| 18 | Authority be authorized to commence a procurement process for | ||||||
| 19 | projects to provide additional highway capacity along | ||||||
| 20 | Interstate 55 between Interstate 355 and Interstate | ||||||
| 21 | 90/Interstate 94 in DuPage, Cook, and Will Counties and toll | ||||||
| 22 | the additional capacity; and be it further

| 1 | RESOLVED, That the Illinois State Toll Highway Authority be | ||||||
| 2 | authorized to commence a procurement process for projects to | ||||||
| 3 | provide additional capacity along Interstate 80 between | ||||||
| 4 | Interstate 55 and the Illinois-Indiana border in Cook and Will | ||||||
| 5 | Counties and toll the additional capacity; and be it further
| ||||||
| 6 | RESOLVED, That the Illinois State Toll Highway Authority | ||||||
| 7 | shall complete the additional capacity projects along | ||||||
| 8 | Interstate 55 and Interstate 80 in a manner that supports | ||||||
| 9 | diversity involvement in the project work and economic | ||||||
| 10 | development in the region; and be it further
| ||||||
| 11 | RESOLVED, That a copy of this resolution be delivered to | ||||||
| 12 | each of the Directors of the Illinois State Toll Highway | ||||||
| 13 | Authority and to the Secretary of the Illinois Department of | ||||||
| 14 | Transportation.
