Bill Title: Recommends that in any fiscal year in which the rate of tuition at a public university in this State is increased by any percentage above the percentage increase in the Consumer Price Index for All Urban Consumers for all items during the 12-month calendar year preceding that fiscal year, the board of trustees of the university not increase, in that fiscal year, the base salary of the president of the university and other principal administrators who are employed by the university and whose base salary exceeds $200,000.

| 2 | WHEREAS, The rising rates of tuition at public universities | ||||||
| 3 | in this State are of concern to the members of this General | ||||||
| 4 | Assembly; therefore, be it
| ||||||
| 5 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 6 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
| 7 | SENATE CONCURRING HEREIN, that we recommend that in any fiscal | ||||||
| 8 | year in which the rate of tuition at a public university in | ||||||
| 9 | this State is increased by any percentage above the percentage | ||||||
| 10 | increase in the Consumer Price Index for All Urban Consumers | ||||||
| 11 | for all items, as published by the United States Department of | ||||||
| 12 | Labor, during the 12-month calendar year preceding that fiscal | ||||||
| 13 | year, the board of trustees of the university not increase, in | ||||||
| 14 | that fiscal year, the base salary of the president of the | ||||||
| 15 | university and other principal administrators who are employed | ||||||
| 16 | by the university and whose base salary exceeds $200,000; and | ||||||
| 17 | be it further

| 18 | RESOLVED, That it is not the intention of the General | ||||||
| 19 | Assembly in this resolution to interfere with existing | ||||||
| 20 | employer-employee contracts of employment; and be it further
| ||||||
| 21 | RESOLVED, That suitable copies of this resolution be | ||||||
| 22 | delivered to the board of trustees of each public university in | ||||||
