Bill Title: Recommends that in any fiscal year in which the rate of tuition at a public university in this State is increased by any percentage above the percentage increase in the Consumer Price Index for All Urban Consumers for all items during the 12-month calendar year preceding that fiscal year, the board of trustees of the university not increase, in that fiscal year, the base salary of the president of the university and other principal administrators who are employed by the university and whose base salary exceeds $200,000.

HOUSE JOINT RESOLUTION
2 WHEREAS, The rising rates of tuition at public universities
3in this State are of concern to the members of this General
4Assembly; therefore, be it
5 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
7SENATE CONCURRING HEREIN, that we recommend that in any fiscal
8year in which the rate of tuition at a public university in
9this State is increased by any percentage above the percentage
10increase in the Consumer Price Index for All Urban Consumers
11for all items, as published by the United States Department of
12Labor, during the 12-month calendar year preceding that fiscal
13year, the board of trustees of the university not increase, in
14that fiscal year, the base salary of the president of the
15university and other principal administrators who are employed
16by the university and whose base salary exceeds $200,000; and
17be it further
18 RESOLVED, That it is not the intention of the General
19Assembly in this resolution to interfere with existing
20employer-employee contracts of employment; and be it further
21 RESOLVED, That suitable copies of this resolution be
22delivered to the board of trustees of each public university in
