Bill Title: Amends the Illinois Renewable Fuels Development Program Act. Sets out legislative findings regarding certain types of ethanol blended fuel. Provides that the Department of Commerce and Economic Opportunity may provide information to gas stations in the State encouraging the stations to offer E15 as an option for customers. Provides that the Department may provide information to gas stations on any financial assistance that may be available to subsidize the cost of providing E15 blended fuel to consumers.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Renewable Fuels Development | ||||||||||||||||||||||||||
5 | Program Act is amended by adding Section 35 as follows:
| ||||||||||||||||||||||||||
6 | (20 ILCS 689/35 new) | ||||||||||||||||||||||||||
7 | Sec. 35. Increased Ethanol Content Encouragement Program. | ||||||||||||||||||||||||||
8 | (a) The General Assembly finds: | ||||||||||||||||||||||||||
9 | (1) Due to the increasing cost of motor fuel, gas | ||||||||||||||||||||||||||
10 | stations in the State should be encouraged to offer motor | ||||||||||||||||||||||||||
11 | fuel blended with 15% ethanol. Increasing the percentage of | ||||||||||||||||||||||||||
12 | ethanol in motor fuel will help to reduce the cost of motor | ||||||||||||||||||||||||||
13 | fuel. | ||||||||||||||||||||||||||
14 | (2) Existing studies show that some higher percentage | ||||||||||||||||||||||||||
15 | blends of ethanol may be used in motor vehicles without | ||||||||||||||||||||||||||
16 | requiring any modification to the vehicle.

17 | (3) Motor vehicle manufacturers are encouraged to | ||||||||||||||||||||||||||
18 | continue to expand production of flexible-fuel vehicles. | ||||||||||||||||||||||||||
19 | Flexible-fuel vehicles are capable of using any blend of | ||||||||||||||||||||||||||
20 | ethanol fuel up to 85% ethanol.

21 | (4) The U.S. Environmental Protection Agency announced | ||||||||||||||||||||||||||
22 | E15 motor fuel blends to be safe for use in all cars and | ||||||||||||||||||||||||||
23 | pickup trucks produced in 2001 and later. With this |

1 | announcement, the U.S. Environmental Protection Agency has | ||||||
2 | approved the use of E15 for 62% of vehicles on the road | ||||||
3 | today.

4 | (b) The Department may provide information to gas stations | ||||||
5 | in the State encouraging the gas stations to offer E15 blended | ||||||
6 | fuel as an option for customers. The Department may provide gas | ||||||
7 | stations in the State with information on any financial | ||||||
8 | assistance that may be available to subsidize the cost of | ||||||
9 | providing E15 blended fuel to consumers.

10 | Section 10. The Department of Commerce and Economic | ||||||
11 | Opportunity Law of the
Civil Administrative Code of Illinois is | ||||||
12 | amended by adding Section 605-1015 as follows:

13 | (20 ILCS 605/605-1015 new) | ||||||
14 | Sec. 605-1015. Department authorized to provide | ||||||
15 | information to gas stations. The Department is authorized to | ||||||
16 | provide information to gas stations in the State encouraging | ||||||
17 | the gas stations to offer E15 blended fuel as an option for | ||||||
18 | customers. The Department may provide gas stations in the State | ||||||
19 | with information on any financial assistance that may be | ||||||
20 | available to subsidize the cost of providing E15 blended fuel | ||||||
21 | to consumers.
