Bill Title: Amends various Acts relating to the governance of public universities in Illinois. Authorizes the governing board of each public university to develop a fixed tuition rate program for qualified students who agree to transfer to the university within 12 months after successfully earning an associate's degree at a public community college in this State. Provides that under the program, the university must (1) guarantee to a participating student enrolled in an associate's degree program at a public community college, on successful completion of the associate's degree program, transfer admission to the university within the 12-month period; and (2) charge tuition to a participating student for any semester or other academic term during a period of at least 24 months following the student's initial enrollment in the university at the same rate the university would have charged to the student during the later of (i) the fall semester of the student's freshman year at the public community college had the student entered the university as a freshman student or (ii) the fall semester of the second academic year preceding the academic year of the student's initial enrollment in the university.

Amends various Acts relating to the governance of public universities in Illinois. Authorizes the governing board of each public university to develop a fixed tuition rate program for qualified students who agree to transfer to the university within 12 months after successfully earning an associate's degree at a public community college in this State. 1 AN ACT concerning higher education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5adding Section 80 as follows:
6 (110 ILCS 305/80 new)
7 Sec. 80. Fixed tuition rate program for certain transfer
8students.
9 (a) The Board of Trustees may develop a fixed tuition rate
10program for qualified students who agree to transfer to the
11University within 12 months after successfully earning an
12associate's degree at a public community college in this State.
13Under a program developed under this Section, the University
14must do the following:
15 (1) guarantee to a participating student enrolled in an
16 associate's degree program at a public community college,
17 on successful completion of the associate's degree
18 program, transfer admission to the University within the
19 12-month period prescribed in this subsection (a); and
20 (2) notwithstanding any other provision of this Act,
21 charge tuition to a participating student for any semester
22 or other academic term during a period of at least 24
23 months following the student's initial enrollment in the

1 University at the same rate the University would have
2 charged to the student during the later of:
3 (A) the fall semester of the student's freshman
4 year at the public community college had the student
5 entered the University as a freshman student; or

9 (b) The Board of Trustees shall prescribe eligibility
10requirements for participation in the program and notify
11applicants for transfer admission from public community
12colleges regarding the program.
13 Section 10. The Southern Illinois University Management
14Act is amended by adding Section 65 as follows:

16 Sec. 65. Fixed tuition rate program for certain transfer
17students.
18 (a) The Board may develop a fixed tuition rate program for
19qualified students who agree to transfer to the University
20within 12 months after successfully earning an associate's
21degree at a public community college in this State. Under a
22program developed under this Section, the University must do
23the following:
24 (1) guarantee to a participating student enrolled in an

8 (a) The Board may develop a fixed tuition rate program for
9qualified students who agree to transfer to the University
10within 12 months after successfully earning an associate's
11degree at a public community college in this State. Under a
12program developed under this Section, the University must do
13the following:
14 (1) guarantee to a participating student enrolled in an
15 associate's degree program at a public community college,
16 on successful completion of the associate's degree
17 program, transfer admission to the University within the

7qualified students who agree to transfer to the University
8within 12 months after successfully earning an associate's
9degree at a public community college in this State. Under a
10program developed under this Section, the University must do
11the following:

15 program, transfer admission to the University within the

14 (a) The Board may develop a fixed tuition rate program for
15qualified students who agree to transfer to the University
16within 12 months after successfully earning an associate's
17degree at a public community college in this State. Under a
18program developed under this Section, the University must do
19the following:
20 (1) guarantee to a participating student enrolled in an
21 associate's degree program at a public community college,
22 on successful completion of the associate's degree
23 program, transfer admission to the University within the
24 12-month period prescribed in this subsection (a); and
