Bill Title: Amends the Lobbyist Registration Act. Prohibits any elected or appointed official of a unit of local government or school district whose term of office begins on or after the effective date of the amendatory Act from being a contractual lobbyist. Authorizes such a person, however, to be an exclusive lobbyist.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Lobbyist Registration Act is amended by | |||||||||||||||||||||
5 | adding Section 4.7 and changing Section 9 as follows:

6 | (25 ILCS 170/4.7 new) | |||||||||||||||||||||
7 | Sec. 4.7. Holders of local offices. No person holding any | |||||||||||||||||||||
8 | office for a unit of local government or school district, | |||||||||||||||||||||
9 | either by election or appointment under the laws of this State, | |||||||||||||||||||||
10 | and whose term to that office begins on or after the effective | |||||||||||||||||||||
11 | date of this Section may be a contractual lobbyist. However, | |||||||||||||||||||||
12 | such a person may be an exclusive lobbyist.

15 | in any way the right of a citizen , including the holder of an | |||||||||||||||||||||

17 | of the General Assembly or any other public
official as | |||||||||||||||||||||
18 | guaranteed in the Constitution of the State of Illinois.
